142; D.C. Official Code § 1-523.01), and pursuant to section 12 of the Department of Forensic Sciences
Establishment Act of 2011, effective August 17, 2011 (D.C. Law 19-18; D.C. Official Code § 5-
1501.11), I am pleased to nominate the following individual:

for appointment as a forensic scientist member not currently employed by the Department of Forensic
Sciences or by a law enforcement laboratory or agency that provides forensic science services to the
District of the Science Advisory Board, filling a vacant seat formerly held by Danielle O’Neill, for the
remainder of an unexpired term to end April 18, 2025.
Enclosed, you will find biographical information detailing the experience of the above-mentioned
nominee, together with a proposed resolution to assist the Council during the confirmation process.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Science Advisory Board Lance Allen Confirmation Resolution of
19 2024".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

27 law enforcement laboratory or agency that provides forensic science services to the District

29 Sciences Establishment Act of 2011 , effective August 17, 2011 (D.C. Law 19-18; D.C. Official
30 Code § 5-1501.11 ), filling a vacant seat formerly held by Danielle O'Neill, for the remainder of
31 an unexpired term to end April 18, 2025.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

Lance Allen
Mr. Lance Allen is the Colorado Bureau of Investigation Deputy
Director over the Forensic Services section. He is presently affiliated
with both the International Association of Chiefs of Police and the
Colorado Association of Chiefs of Police, underscoring his
dedication to advancing scientific methods and promoting public
safety initiatives.
Mr. Allen has over 18 years of forensic experience. This includes
experience as a forensic drug chemist, expert witness, laboratory
director, and now as Deputy Director of a four-laboratory system. He
possesses a comprehensive skill set in the analysis of hallucinogens,
pharmaceuticals, basic powders, and marijuana, acquired through successful completion of
various training programs administered by the Wyoming State Crime Lab.
A Colorado resident, Mr. Allen earned his Bachelor of Science in Chemistry from Brigham
Young University and his Master of Science in Forensic Science from Marshall University.
