Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. 12 to Contract No. DCAM-20-NC-RFP-0001C with G-Sida General
Services, LLC, to exercise option year four of the contract in the not-to-exceed amount of
$2,606,998.98. The modification’s period of performance is from June 1, 2024, through May 31,
2025.
Under the proposed modification, G-Sida General Services, LLC will continue to provide
comprehensive, city-wide landscaping maintenance and supplemental landscaping services for
Group C – Ward 5&6 for the Department of General Services (“DGS”).

is current with its District taxes. If the Citywide Clean Hands Database indicates that
the proposed contractor is not current with its District taxes, either: (1) a certification
that the contractor has worked out and is current with a payment schedule approved by
the District; or (2) a certification that the contractor will be current with its District
taxes after the District recovers any outstanding debt as provided under D.C. Official
Code § 2-353.01(b):
The Citywide Clean Hands database indicates that the Contractor is current with its District
taxes. The applicable Clean Hands certification for the Contractor accompanies this Council
Package.
(D) A statement that the proposed contract is within the appropriated budget authority for
the agency for the fiscal year and is consistent with the financial plan and budget
adopted in accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The Office of the Chief Financial Officer has certified that proposed Modification No. 12 is
within the appropriated budget authority for the agency for the fiscal years FY24 and FY25
and is consistent with the financial plan and budget adopted in accordance with D.C. Official
Code §§ 47-392.01 and 47-392.02. The applicable Fiscal Sufficiency certification
accompanies this Council Package.
(E) A certification that the proposed contractor has been determined not to be in violation
of section 334a of the Board of Ethics and Government Accountability Establishment

The Contract for Comprehensive Landscaping Maintenance and Supplemental Landscaping Services in
Group C – Wards 5&6 between the Department of General Services (the “Department”) and G-Sida General
Services, LLC with not-to-exceed (NTE) contract value totaling $2,606,998.98 spans FY 2024 and FY 2025
covering the 12-month period from June 1, 2024, through May 31, 2025. The NTE contract value for OY4
includes $2,406,998.98 for basic services and $200,000.00 for non-guaranteed, on-call, as needed
supplemental services.
• During FY 2024 portion of OY4 for the period beginning June 1, 2024 – September 30,2024, the
NTE value is $1,080,629.21 ($980,629.21 for basic services and $100,000 for non-guaranteed
on-call, as needed supplemental services).
• During FY 2025 portion of OY4 for the period beginning October 1, 2024 – May 31,2025, the
NTE value is $1,526,369.77 ($1,426,369.77 for basic services and $100,000 for non-guaranteed
call, as needed supplemental services).
In my capacity as the Agency Fiscal Officer of DGS, I hereby certify that there are adequate funds
available in the approved FY 2024 appropriated budget to cover DGS’s planned FY 2024 basic services
expenditure of $980,629.21; supplemental services will be funded if and when required. The proposed FY
2025 budget includes expenditures totaling $1,526,369.77 for basic and supplemental services. These
allocations are outlined in the Mayor's Proposed FY 2025 Budget and await approval from both the
Council and Congress.
The DIFS attributes of the requisition (RK275775) securing the funding for the FY 2024 basic
landscaping services of $980,629.21 provided by G-Sida General Services are presented in the table
below.
