Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202of the Procurement Practices Reform Actof 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Councilof the District of Columbia is
proposed Modification No. M0010 to Contract No. CW100309 with the National Center for
Children and Families, Inc. to exercise option period two in the not-to-exceed amount of
$1,002,276.12. The periodofperformance is from July 1, 2024, through June 30, 2025.
Under the proposed modification, the National Center for Children and Families, Inc. shall
continue to provide Permanent Supportive Housing III program case management services, utility
assistance, and financial assistance to chronically homeless and other highly vulnerable individuals
and families experiencing homelessness.

The purpose of this modification to the subject Human Care Agreement (HCA) identified in block 10A is as follows:
1. In accordance with Human Care Agreement No. CW100309, Section D.3, Option to Extend the Term of the Agreement, the
Government of the District of Columbia hereby exercises Option Period Two to extend the term of this Human Care
Agreement from July 1, 2024 through June 30, 2025 in the not-to-exceed amount of $1,002,276.12, per Attachment A below.
Services to be performed are subject to the issuance of task orders. Funding will be encumbered on each task order.
2. Delete Sections B.8.4 through B.8.6 in its entirety, and replace with revised Sections, per Attachment A.
3. In accordance with Section F.8 “Department of Labor Wage Determinations”, the US Department of Labor Wage
Determination No. 2015-4281, Revision No. 29, dated April 11, 2024, is incorporated by reference and available at:

4. In accordance with HCA Section F.10 “Way to Work Amendment Act of 2006”, the District of Columbia 2024 Living Wage rate
is adjusted to $17.05 per hour effective January 1, 2024, until June 30, 2024. Effective July 1, 2024, the District’s Minimum
Wage and Living Wage will increase to $17.50 per hour. The 2024 Living Wage Notice and Fact Sheet are hereby
incorporated by reference:
