17 RESOLVED, BY THE COUNCIL OF THE DISTRJCT OF COLUMBIA, that this
18 resolution may be cited as the "Board of Accountancy Antonia Browning Smiley Confirmation
19 Resolution of 2024".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

28 D.C. Official Code§ 47-2853.06(b)(l), for a term to end January 14, 2027.
29 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
30 upon its adoption, to the nominee and to the Office of the Mayor.
31 Sec. 4. This resolution shall take effect immediately.
ANTONIA BROWNING SMILEY, CPA, is in private practice, with a
concentration in tax planning and compliance and with a further
specialization in US taxation of non-citizens and US ex-patriates
Elected to the Board of Governors and served as President (1992-
93) of the [DCICPA] Greater Washington Society of CPAs.
Testified before City Council on proposed changes in
business taxes, fees and licensing matters.
Elected to Council of the AICPA (1995-98)
Appointed to NASBA/AICPA International Qualifications
Appraisal Board (1998-2003 and 2009-current).
Appointed to NASBA Global Strategies Committee (2011-
current)
Served on AICPA State Legislation Committee
Named to NASBA=s Regulatory Structures & Issues Committee
Appointed to DC Board of Accountancy 1997
Took lead in rewriting Regulations as part of Legislation
governing practice of public accountancy in the District of
Columbia.
Taught at the CPA School of Washington, wrote articles, lectured
on tax matters and participated in tax programs sponsored by
WAMU, the Internal Revenue Service, USA Today, Money
Magazine and other national publications. Named one of
Washington's best CPAs by Washingtonian Magazine.
Community activities include serving on the Board of Directors of
the Alliance Francaise de Washington, The Hospitality and
Information Service (Meridian International Center), Board
of Directors of Berkshire School of Contemporary Art, Docent
(Italian) for the National Gallery of Art and Washington
National Opera supernumerary.
Attended Oberlin College, Defense Language Institute (Monterey)
and Corcoran School of Art.

Antonia Browning Smiley
Ms. Antonia Browning Smiley is a self-employed certified public
accountant and writer who enjoys various aspects of the beauty
industry during her down time. She began her Antonia Browning
Smiley CPA private practice in 1979 with a concentration in tax
planning, compliance, and specializes in US taxation of non-citizens
and US expatriates. Ms. Smiley also contributes articles to professional
journals and is currently working on completing her own book of
vignettes and self-created recipes called “Adult Ice Cream.” Ms.
Smiley previously served on the Board of Accountancy from 1997-
2015, she returned to the Board of Accountancy in 2017 and has served
on the Board since then.
A Ward 1 resident, Ms. Smiley attended Oberlin College. She also furthered her studies at
Corcoran School of Art and George Washington University, as well as the Defense Language
Institute in Monterey, where she studied language for her four-year sojourn in Italy .
