17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Food Policy Council James Huang Confirmation Resolution of
19 2024".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

preventive care services

health needs of deaf patients

for 10,400 patients with diabetes

• Educated clinicians on point-of-care hemoglobin A1c testing and integrated testing at all health centers
• Implemented population management strategies for patients with uncontrolled diabetes including pre-visit
planning
• Developed a standardized diabetes treatment algorithm for clinicians to incorporate practice guidelines,
standards of care, and a team-based approach
• Refine use of the electronic health record to incorporate care guidelines and allow for improved data

Dr. James Huang
Dr, James Huang, MD, FAAFP, is a board-certified family physician.
Dr. Huang started and runs the Comprehensive Medical Care for Deaf
Adults and Children (CODA Clinic) at Unity. He is fluent in Spanish
and American Sign Language (ASL). He also leads the Family Wellness
Group Visit program at Upper Cardozo Health Center, which focuses on
nutrition, physical activity and access to community resources. For
example, he implements the Produce Prescription program and
coordinated the Community Partners Program with Capital
Bikeshare. He holds clinical academic appointments at the George
Washington University School of Medicine and Health Sciences and
A.T. Still University School of Osteopathic Medicine.
A Ward 5 resident, Dr. Huang earned his medical degree from the University of Vermont Larner
College of Medicine and graduated from the Family Medicine Residency Program in Social
Medicine at Montefiore Medical Center in the Bronx, NY. He is also on the board of directors for
Community Foodworks, an organization focused on increasing access to healthy local food and
creating viable markets for local farmers and producers in the mid-Atlantic region.
