18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "Alcoholic Beverage and Cannabis Board Teri Janine Quinn
20 Confirmation Resolution of 2024".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

31 upon its adoption, to the nominee and to the Office of the Mayor.

I am an experienced attorney with significant compliance and federal and state regulatory experience. For more than twelve years I have
led a the Bloomingdale Civic Association which represents several thousand District of Columbia residents. I also served two
consecutive terms and an Advisory Neighborhood Commissioner and as Chair of Advisory Neighborhood Commission 5E. I am a
proven leader and problem solver with excellent interpersonal, critical thinking, and communication skills.

Teri Janine Quinn
Ms. Teri Janine Quinn is a practicing attorney in the District. Currently,
she practices compliance law with a specific focus on anti-corruption,
anti-bribery, and money laundering issues. She spent a significant part
of her legal career practicing energy law at White & Case, LLP. As a
community activist, she has been honored as a Woman of Excellence by
the District of Columbia Commission for Women and by the DC
Federation of Civic Associations, among other honors.
Ms. Quinn is president of the Bloomingdale Civic Association
(“BCA”), a position she has held for over thirteen consecutive years. As
president of the BCA, she has successfully represented Bloomingdale
before several District agencies including the Alcoholic Beverage and Cannabis Administration
(“ABCA”). Likewise, she has assisted many Bloomingdale residents and businesses on issues
related to ABCA.
Ms. Quinn also served as Chair of Advisory Neighborhood Commission (“ANC”) 5E in 2015 and
2016 and as Commissioner for Single Member District 5E06 for two consecutive terms. She was
the first Commissioner to be reelected as Chair of ANC 5E. Ms. Quinn was an appointed member
of the Mid-City East Advisory Committee and a member of the McMillan Advisory Group. She
is also a former Vice President of North Capitol Main Street, Inc.
Ms. Quinn was a Mayoral appointee on the Mayor’s Task Force on the Prevention of Flooding in
the Bloomingdale Area (“Task Force”). On the Task Force she worked with the directors of nine
agencies, the City Administrator and DC Water’s General Manager to determine the cause of the
flooding and to propose short, mid- and long-term solutions. Ms. Quinn was a constant advocate
on behalf of Bloomingdale residents. She is currently serving a second term as a Commissioner on
the District of Columbia Commission on Human Rights.
A Ward 5 resident, Ms. Quinn earned her Bachelor of Arts in Journalism from Texas Southern
University and her Juris Doctor from Howard University.
