Athletics Commission Establishment and State Athletic Association Reorganization Act of 2016,
effective April 7, 2017 (D.C. Law 21-263; D.C. Official Code § 38-2661.11), I am pleased to nominate

18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "District of Columbia State Athletics Commission Barbara Barnes
20 Confirmation Resolution of 2024".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as a voting member of the District of Columbia State Athletics Commission, established by
29 section 103 of the District of Columbia State Athletics Commission Establishment and State
30 Athletic Association Reorganization Act of 2016, effective April 7, 2017 (D.C. Law 21-263;
31 D.C. Official Code§ 38-2661.11), filing a vacant seat formerly held by Dwayne Foster, for a
32 term to end November 16, 2026.
33 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
34 upon its adoption, to the nominee and to the Office of the Mayor.
35 Sec. 4. This resolution shall take effect immediately.
BARBARA BARNES
EXPERIENCE
Sept. 2008 – Assistant Director of Athletics for Communications, Georgetown University
present · Oversees a staff of four full-time people and three interns as well as
gameday staff that handle all external communications for the department
and all 30 sports.
· Department crisis communications and the contact for all major
department announcements.
· Handles media and interview requests for the Director of Intercollegiate
Athletics.
· Primary contact for all external coverage regarding women’s basketball,
men’s soccer and both women’s and coed sailing. This includes but is not
limited to statistics, media coverage, interview requests, feature stories,
social media coverage, graphics and publications.
· Assists with all other sports when necessary including men’s basketball.
· Serves as webmaster for GUHoyas.com including five full redesigns of the
site.
· Primary contact for all streaming video within the department.
· Serves as a link between University Communications and the Department
of Athletics.
· Works with outside entities including the BIG EAST Conference and the
NCAA to ensure accurate reporting and to promote student-athletes.
· Hosted more than 40 BIG EAST Tournament and NCAA Tournament events
serving as the primary contact for both home and neutral site games.
· Co-Media Coordinator for the 2013 and 2019 NCAA Men’s Basketball East
Regionals.
· Sport administrator for women’s and coed sailing.
· Serves on the BIG EAST Academic Affairs Committee.
Aug. 2006 – Director of Sports Information, The Catholic University of America
Sept. 2008 · Primary sport contact for all 21 programs.
· Coordinated media for all general department news and the Director of
Athletics.
· Provided a link between the Department of Athletics and University
Communications. This included writing for the alumni magazine.
· Assisted with additional on-campus events such as Pope Benedict’s visit,
Special Olympics and NFL camps.
Produced all athletics publications including media guides, game program
and game notes.

Barbara Barnes
Ms. Barbara Barnes has worked for Georgetown University’s athletics
program since the fall of 2008 and has held the position of assistant
athletics director for communications since 2017. She previously served
as the director of sports information for the Catholic University of
America.
At Georgetown University, Ms. Barnes serves as the primary media
contact for women's basketball, men's soccer, and women's lacrosse. She
also handles numerous duties related to the athletic website
www.GUHoyas.com as well as coordinating video efforts for the
website. Ms. Barnes got her start in the sports world during college when
she worked in Marquette University’s athletic office and with the Milwaukee Wave professional
soccer organization.
At the Catholic University of America, Ms. Barnes was the director of athletic communications
and sports information, overseeing media relations duties for all 21 sports. She also launched and
ran the university's athletic website and organized all student marketing activities.
A Ward 4 resident, Ms. Barnes earned her Bachelor of Arts in Public Relations and Social
Philosophy from Marquette University and her Master of Arts in Education with a focus in Sports
and Recreation Administration from Temple University.
