18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
19 resolution may be cited as the "District of Columbia Water and Sewer Authority Board of
20 Directors Richard Jackson Confirmation Resolution of 2024".
21 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

WORK HISTORY
Supervisor Environmental Protection Specialist MSS -16 – 5-26-2019 – Present
Currently serving as Senior Deputy Director for the District Department of Energy & Environment (DOEE). Working
with a team of 6 Deputy Directors we oversee the day-to-day operations of DOEE. Responsible for the management
of the Agency Budget working closely with our Agency Fiscal Officer. As senior deputy director, the Agency has staff
size has increased to over 500 team members, with an operating budget of over 286 million dollars. During the
district’s public health emergency came to the office every day to ensure the continuity of services while the agency
was on 100% telework. Currently serving dual roles as senior deputy director and interim deputy director for our
Utility Affordability Administration. This administration handles the district’s Low Income Home Energy Assistance
Program (LIHEAP) and even with the loss of a manager, the team has continued to provide excellent service under my
leadership. Currently managing a 42 million Capital funded project that is focused on the cleanup of the Anacostia
River.
Supervisor Environmental Protection Specialist MSS-16 – 4-6-2014 – 5-25-2019
Served as Deputy Director of the Environmental Services Administration (ESA), managing approximately 85 staff
members, located in 3 Divisions containing 11 Branches. The Discipline of Divisions consists of Air Quality, Lead
Compliance, Healthy Homes, Hazardous Waste Management, Pesticides, Underground Storage Tanks, and Land
Remediation. The total budget to operate ESA is approximately 14.64 million dollars. Oversaw the management of
approximately thirteen (13) federal grants in coordination with 4 associate directors, and 11 Branch Managers.
Created a new division to serve the district with regard to Railroad Safety and Emergency response. This new division
provides the first-ever District response team for addressing heavy railroad safety inspections in the district. I held the
Deputy Director of ESA position and the Associate Director of TSD position simultaneously from 4/6/2014 to 5/4/2015.
Supervisor Environmental Protection Specialist MSS-15 – 10-23-2011 – 5-4-2015
Served as the Associate Director of the Toxic Substances Division (TSD), managing approximately 32 staff members
located in three (3) Branches. TSD has the largest staff and largest budget in ESA. Programs encompassed in TSD
consist of Land Remediation and Brownfield Development, Underground Storage Tank, Leaking Underground Storage
Tank, Hazardous Waste Management, and the Pesticide Program. Oversee the management of approximately eight
(8) federal grants in coordination with 4 Branch Managers. Since taking this position I have been a part of a team
that has received two outstanding letters of recognition from EPA R3 Land & Chemical Division.

Supervisor Environmental Protection Specialist MSS-14 – 6-19-2011 – 10-22-2011
Served at Interim Branch Manager for Hazardous Material Branch, this branch contains two programs Hazardous
Waste and Pesticides, managing approximately 7 staff. While serving as the Interim Branch Manager I expanded my
understanding of the Pesticide Program and ensured its continued success. During my time as Interim worked with
staff and attorneys to provide technical input to new legislative language concerning the handling of pesticides in the
District of Columbia. As Interim managed the Federal Partnership grant that covered both the Pesticide Program and
the Hazardous Waste Program.
Environmental Protection Specialist GS 9 & GS 12 – District of Columbia Department of
the Environment, 9/29/2008 – 10-22-2011
Hired as an Environmental Protection Specialist grade 9 and promoted to a Grade 12 on 11/22/2009, just over 1 year
later. Perform inspections at hazwaste generator sites throughout the District of Columbia. Respond to citizen
complaints related to possible environmental violations. Maintain federal database for the district related to tracking
and reporting on hazardous waste generators in the district. I reviewed and updated our File Management system to
enable our folder to be more efficient and productive. Handled approximately 527 folders to ensure content was
informative, accurate, and consistent for every hazwaste generator in the district. Created and maintained quality
control tracking metrics for the Hazardous Waste Branch to improve our continued compliance with our federal EPA
Grant commitments. Worked with EPA Region 3 (R3) to have the responsibility of bi-annual reporting returned to the
district after several years of those duties being performed by EPA R3.
Technical Trainer/Chemical Engineer – Von Roll America, Inc. 4/2/2001 – 3/15/2008
Design and develop training modules for plant personnel. The purpose of training modules is to enhance
understanding of plant systems and ensure compliance with regulatory agencies. Have developed courses for RCRA,
firefighting, mechanical maintenance, and ISO management systems. Lead implementation of ISO 9001:2000 at the
plant received certification within 15 months of initiation.
Responsible for training plant personnel in all OSHA safety standards, lead training, developing training PowerPoints
for classes, and lead training classes. Gave training on plant-specific topics about handling hazardous waste. All
training that was given was annual training. Developed specialized training programs for incinerator operators to
allow them to be nationally certified hazardous incinerator operators. Developed emergency training exercises for
plant personnel, and conducted drills, both internally and externally to the plant. Received incident command training,
and 40-hour hazwoper both worker, and supervisor level training.

Richard Jackson
Mr. Richard Jackson is the Director of the Department of Energy and
Environment (DOEE).
A longtime District employee, Director Jackson joined DOEE in 2008
as a hazardous waste inspector in the Environmental Services
Administration (ESA). He advanced quickly, assuming increasing
levels of responsibility within the agency. Prior to his appointment as
director, he served as senior deputy director—the second in command
at DOEE. In this capacity, and working closely with then Director
Tommy Wells, he was instrumental in coordinating the agency’s
operations, including the development and implementation of
regulations, procedures, and budget to ensure progress toward its strategic plans and objectives.
Director Jackson is established in the chemical and environmental engineering industry. Drawing
on more than 20 years of experience, he has successfully led teams to solve a wide range of
environmental issues. He has extensive experience in hazardous waste management, chemical
production and processing, nuclear power plant maintenance, occupational safety, research
development, and quality assurance auditing.
Earlier in his tenure, he served as deputy director of the ESA, successfully building and
administering several important programs and divisions critical to the agency’s mission.
A Ward 7 resident, Director Jackson earned his Bachelor of Science in Chemical Engineering from
the University of Pittsburgh.
