14 To establish an act to provide full access to funds designated for Advisory Neighborhood
15 Commissions in the District of Columbia to enhance their ability to serve their
16 communities effectively and efficiently.

19 BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20 act may be cited as the “Advisory Neighborhood Commission Funding Access Act of 2024”.
21 Section 2: Definitions
22 For the purposes of this Act:
23 (1) "Advisory Neighborhood Commission (ANC)" refers to the official advisory bodies
24 representing the District of Columbia's neighborhoods.
25 (2) "ANC Commissioner" refers to an elected or appointed member of an Advisory
26 Neighborhood Commission.
27 (3) "Funds designated for Advisory Neighborhood Commissions" refers to any budget
28 allocations, grants, or appropriations specifically designated for ANC operations and activities.
29 Section 3: Full Access to Funds
30 (a) ANC Commissioners shall have full access to funds designated for their respective
31 Advisory Neighborhood Commissions.

32 (1) Access to funds shall include the authority to allocate, spend, and manage
33 ANC funds in accordance with applicable laws, regulations, and ANC policies.
34 Section 4: Transparency and Accountability

36 (a) ANC Commissioners shall maintain transparent records of all expenditures and
37 financial transactions related to ANC funds.
38 (b) ANC Commissioners shall provide regular reports to their constituents and the public
39 regarding the allocation and utilization of ANC funds.
40 Section 5: Training and Support
41 (a) The District of Columbia government shall provide training and support to ANC
42 Commissioners on financial management, budgeting, and reporting requirements.
43 (b) ANC Commissioners shall receive guidance on best practices for fiscal responsibility
44 and accountability in managing ANC funds.
45 Section 6: Fiscal Year Budget

47 (a) Each ANC shall develop and approve an annual budget outlining anticipated expenses
48 and funding sources for the fiscal year.
49 (b) ANC budgets shall be subject to review and approval by the appropriate District of
50 Columbia government authorities.
51 Section 7: Flexibility in Fund Use
52 (a) ANC funds may be used for a wide range of purposes deemed necessary and
53 appropriate to fulfill the ANC's mission and objectives.
54 (1) Allowable uses of ANC funds may include but are not limited to office
55 supplies, community outreach efforts, public meetings, events, and administrative
56 expenses.

57 Section 8: Non-interference

59 (a) No District of Columbia government agency or official shall interfere with the

61 independent decision-making authority of ANC Commissioners in managing ANC funds,
62
63 provided such decisions comply with applicable laws and regulations.

65 Section 9. Fiscal impact statement.

67 The Council adopts the fiscal impact statement in the committee report as the fiscal
68 impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act,
69 approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)).
70 Section 10. Effective date.
71 This act shall take effect following approval by the Mayor (or in the event of veto by the
72 Mayor, action by the Council to override the veto), a 30-day period of Congressional review as
73 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
74 24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of
75 Columbia Register.
