A CEREMONAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
May 7, 2024
To recognize and celebrate the Queens Chapel Civic Association for its 60th year anniversary.
WHEREAS, on September 14, 1965, the Brookland Civic Association ceded the area
bounded by Sargent Road NE, Eastern Avenue NE, Michigan Avenue NE, and South Dakota
Avenue NE to the newly formed Queen’s Chapel Civic Association (“QCCA”);
WHEREAS, the QCCA was founded on June 9, 1964, and incorporated on February 10,
1966;
WHEREAS, the QCCA is a 501(c)(3) organization, and is a sub-division of Michigan
Park in Ward 5;
WHEREAS, the QCCA currently represents community members and families on the
following 11 streets: the 1700 block of Allison Street NE, the 1600-1700 block of Buchanan
Street NE, the 1600 block of Crittenden Street NE, the 4700-4800 block of Queens Chapel
Terrace NE, 4700-4800 block of Eastern Avenue NE, the 1400-1800 block of Michigan Avenue
NE, the 1600 block of Varnum Place NE, the 1600-1700 block of Webster Street NE, the 4400
block of South Dakota Avenue NE, the 4500 block of 17th Street NE, and the 4400, 4800, and
4900 block of 16th Street NE;
WHEREAS, Queens Chapel was founded in the early 1700s, named after the Queen
family, and in the 1960s deeds to houses in the community stated “not to be sold to Coloreds”;
WHEREAS, the St. Anselm’s Abbey and School at 4501 South Dakota Avenue NE is a
valued member of the Queens Chapel community;
WHEREAS, the St. Anselm’s Abbey built its first church and monastery building in 1930
on a hill above South Dakota Avenue at 14th Street;

WHEREAS, for 60 years the QCCA has served the Queens Chapel residents and
collaborated with all DC government agencies, the 4th District Metropolitan Police Department,
and other offices;
WHEREAS, the QCCA annually awards the Reverend David Turner Memorial
Scholarship to graduating seniors;
WHEREAS, Reverend David Turner was a long-time member of the Board of Directors
of St. Anselm’s Abbey School, and the School installed a granite marker in honor of Reverend
Turner;
WHEREAS, since 2019 the QCCA hosts a Valentine Silent Tea fundraiser to raise money
for the Reverend David Turner Memorial Scholarship;
WHEREAS, The Civic Seer newsletter formed in 1965 has served as a key
communication tool for the Queens Chapel community;
WHEREAS, the QCCA hosts an annual community day in September, and the block
captains annually hold a community clean up and flower planting initiative to maintain the
cleanliness and beauty of the community; and
WHEREAS, the QCCA motto is “Take every opportunity to celebrate the community”.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution
may be cited as the “Queens Chapel Civic Association 60th Year Anniversary Recognition
Resolution of 2024”.
Sec. 2. The Council of the District of Columbia honors, recognizes, and celebrates the
Queens Chapel Civic Association for its 60th year anniversary.
Sec. 3. This resolution shall take effect immediately.
