16 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
17 resolution may be cited as the “Citizen Review Panel Andrew Miller Appointment Resolution of
18 2024”.
19 Sec. 2. The Councilof the District of Columbia reappoints:

25 as a memberof the Citizen Review Panel, established by section 351ofthe Prevention ofChild
26 Abuse and Neglect Act of 1977, effective April 12, 2005 (D.C. Law 15-341; D.C. Official Code
27 § 4-1303.51), replacing Patrick Foley, for a term to end April 11, 2025.
28 Sec. 3. The Council of the District of Columbia shall transmit a copyofthis resolution,
29 upon its adoption, to the appointee, the chairpersonofthe Citizen Review Panel, and to the
30 Office of the Mayor.
31 Sec. 4. This resolution shall take effect immediately.

● Serve on the training subcommittee which plans and executes virtual training in addition to one in-person training to
500 staff.

• Provided oversight and supervision to a caseload of 45 mentors engaging youth in DC’s foster care system
• Coached mentors in Positive Youth Development strategies using strength-based approaches
• Directed and facilitated all in-service and pre-service monthly trainings around the fields of trauma, youth
engagement, and child and adolescent development for the organization
• Worked with social workers, guardians ad litem, therapists, probation officers and other members of youth’s
service team to provide appropriate services

• Oversaw the distribution of data collection tools that measured youth outcomes and program quality to 160
youth
• Oversaw the founding of the agency’s first youth advisory council which allowed youth to provide a voice in

• Held daily check-ins with staff to ensure they had what they needed to do their jobs well
• Promoted and implemented Positive Youth Development programming on the youth housing pods that
focused on youth’s strengths and personal goals upon release
• Checked in periodically with youth to ensure they are receiving the proper services and advocated to the
necessary departments when services were not received
• Served on the Youth Services Center (YSC) strategic planning committee charged with overhauling the
facility’s protocol to emulate that of a trauma-informed space than that of a prison.

Homeless Children’s Playtime Project, Washington, DC
• Built and implemented the only youth development-oriented program for youth residing at the DC General
Family Emergency Shelter which served over 500 youth before the closure of the shelter in 2018
• Implemented career exploration programming by bringing in college and career representatives directly into
the shelter to network with youth
• Managed volunteers to empower them to be effective youth workers and provided professional development
resources from across the city
• Managed tutoring, homework help, and mentoring relationships for over 70 youth
• Worked directly with social workers and case managers to help meet the physical, academic, and mental
health needs of youth

• Responsible for screening and interviewing potential mentors and matching approved adult mentors with
children and youth in the Potomac Gardens Public Housing Complex for at-risk youth in grades 1-12.
• Planned and delivered monthly mentor trainings for 10-15 mentors targeted at supporting mentors’
relationship-building skills.
• Supervised mentors monthly to ensure program effectiveness and high quality communication with mentors,
students and students’ families.
• Planned and managed daily afterschool programming on-site in the Potomac Gardens Public Housing
Complex for at-risk youth in grades 5-8.
• Trained and supervised full-time and part-time staff in tutoring students with their homework, providing
enriching activities, incentive plans, student behavior management, and facilities protocols.
