IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To recognize and honor Two Rivers Public Charter School on the occasion of its 20th anniversary.
WHEREAS, September 7th, 2024, marks a significant milestone for Two Rivers Public
Charter School (“Two Rivers”), as Two Rivers proudly celebrates 2 decades of unwavering
commitment to educational excellence since receiving its charter and opening its doors;
WHEREAS, Two Rivers was imagined, workshopped, and founded by more than three
dozen parents and educators from the Capitol Hill neighborhood in 2004;
WHEREAS, Two Rivers set a precedent as the second EL Education school in the District;
WHEREAS, Two Rivers operates as a network of charter locations, catering to students
from pre-kindergarten through 8th grade;
WHEREAS, Two Rivers distinguishes itself through its steadfast dedication to project-
based and community-building focused educational frameworks;
WHEREAS, Two Rivers’ project-based learning uses a combination of expeditions, long-
term and in-depth compelling studies lasting a semester, field studies, and students-community
immersion projects, while integrating art to allow students to learn through the cultivation of
curiosity;
WHEREAS, Two Rivers has ensured children’s success by adhering to its 3 dimensions of
student achievement: mastery of knowledge and skills, character development, and high quality
work;
WHEREAS, Two Rivers serves more than 1,000 students and their families in the Capitol
Hill neighborhood and surrounding area, diligently preparing students for a successful future in
high school, college, and beyond;
WHEREAS, Two Rivers remains steadfastly committed to its mission of nurturing diverse
students to become lifelong learners, actively engaged in their educational journey, fostering a
robust sense of self and community, and embodying the values of responsibility and compassion;

WHEREAS, Two Rivers integrates Spanish Language acquisition seamlessly across its
curriculum, thereby affording its students a valuable asset as they enter into higher education;
WHEREAS, Two Rivers is invested in art and allows its students to explore learning
through both visual fine arts and the performing arts;
WHEREAS, Two Rivers' commitment to innovation and educational excellence has been
globally recognized, with prestigious accolades such as being named among the top 100 innovators
by the esteemed HundrED organization based in Finland;
WHEREAS, Two Rivers’ dedication extends not only to the excellence of its students but
also to the professional development and well-being of its faculty, exemplified through the
establishment of the Two Rivers Learning Institute and the attainment of multiple Great Place to
Work certificates; and
WHEREAS, the guiding ethos of Two Rivers, encapsulated in the motto, “We are crew,
not passengers,” instills within young District residents a proactive mindset, fostering a culture of
active community engagement and empowerment.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Two Rivers Public Charter School 20th Anniversary Recognition
Resolution of 2024”.
Sec. 2. The Council of the District of Columbia recognizes and honors Two Rivers Public
Charter School on the occasion of its 20th anniversary.
Sec. 3. This resolution shall take effect immediately.
