A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
May 7, 2024
To recognize and honor Sheryl Brissett Chapman Ed.D., LHD, ACSW who retired on March 31,
2024, after more than 50 years as a dedicated social worker and 33 years in the role of
Executive Director of The National Center for Children and Families.
WHEREAS, Dr. Chapman with vision and determination transformed a small Baptist
orphanage serving only 62 people a year, into a regional powerhouse with 24 programs, serving
over 54,000 vulnerable children, youth, and families annually in the District, Maryland, and
Virginia;
WHEREAS, Dr. Chapman’s strategic leadership grew the National Center for Children
and Families to 14 program locations, over 300 staff members, and a budget of $51 million;
WHEREAS, Dr. Chapman is a thought leader and expert in child, youth, and family
welfare and service delivery models, including juvenile justice, systems reform in child and
family welfare, poverty and homelessness, childhood trauma, domestic violence, and cultural
competency;
WHEREAS, Dr. Chapman always champions the most vulnerable among us and strives
to include their voices and viewpoints in her vision; and
WHEREAS, Dr. Chapman’s leadership style and open-door policy with staff and clients
has inspired incalculable numbers of people to be focused on mission, practice, and evidence.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Dr. Sheryl Chapman Ceremonial Recognition Resolution of
2024”.
Sec. 2. The Council of the District of Columbia recognizes and honors the contributions
of Dr. Sheryl Chapman to the District, Maryland, and Virginia through her decades of service as
a social worker and the Executive Director of The National Center for Children and Families.
