Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram
$32,420,803.55 of FY 2024 local funds (fund number #1010001) within DCPS schools. The funds
are being reprogrammed to align the budget for operational and reporting needs. The attached
reprogramming memorandum provides a detailed justification for why funds are needed.

$32,420,803.55 within DCPS schools. The funds are being reprogrammed to align the budget for
operational and reporting needs. The funds will be reprogrammed as outlined on the attached
attributes sheet.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Extension of Continuing Appropriations Act, 2024, P.L. 118-40, approved March 1, 2024, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2024 Local funds budget authority of $32,480,804 within the District of Columbia
Public Schools (DCPS).
This action will reprogram budget authority within DCPS’ Schools division, across multiple
Account Groups. Funds are needed to properly align the budget within the English Elementary,
English Secondary, and At-Risk programs to support DCPS’ operations. Funds are available in
DCPS’ budget based on the original appropriation but require reallocation to properly align school
budgets.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

SUBJECT: FY 2024 Reprogramming Request for $32,420,803.55 of local fund 1010001 within DCPS
District of Columbia Public Schools is requesting a reprogramming of $32,420,803.55 in local funds to align
the FY24 budget with correct attributes to support the agency's needs.
Why are the funds needed?
The funds are being reprogrammed to align the budget for operational needs within the agency to
support positions at local programs to English Elementary Local (EEL), English Secondary Local ESL and
At-risk (AR).
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No, this reprogramming does not restore a budget cut authorized by the Mayor and/or Council.
How will the funds be reprogrammed?
The funds will be reprogrammed to align with the budget across various program and cost centers.

Why are the funds available?
The funds are available due to the budget not being loaded properly.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
If this action is postponed, DCPS will not be able to track personnel expenditures for the correct
attributes.
