SUBJECT: FY 2024 Reprogramming Request: $4,107,151.80 from the Department of

Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram
$4,107,151.80 of FY 2024 capital funds from the Department of General Services to the District of
Columbia Public Schools and the Metropolitan Police Department. The attached reprogramming
memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2024 capital funds in the amount of $4,107,151.80 from the
Department of General Services to the District of Columbia Public Schools and the Metropolitan
Police Department to cover the costs of new, energy efficient HVAC systems. The funds will be

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Extension of Continuing Appropriations Act, 2024, P.L. 118-40, approved March 1, 2024, the
Office of the Chief Financial Officer (OCFO) has received the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $4,107,152 for District of Columbia
Public School’s (DCPS’) (Owner Agency)/Department of General Services (DGS) (Implementing
Agency) and the Metropolitan Police Department’s (MPD’s)(Owner Agency)/DGS
(Implementing Agency) projects.
The funds are needed for the replacement of end of life and inefficient HVAC equipment in MPD
and DCPS facilities. This reprogramming will be used to fund the installation of energy efficient
equipment in the following facilities/projects.
• DCPS HVAC Replacement Project - $2,737,152
• MPD Scheduled Capital Improvement Project - $1,000,000
• DCPS Banneker High School Project - $370,000

Capital budget in the amount of $4,107,152 is available to reprogram from the above-referenced
project because it has not been expended for its intended purpose. The reprogramming will ensure
that the budget is disbursed for its intended use from the appropriate agency capital project.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DCPS’s, MPD’s, or DGS’s budget or the District’s financial plan. The
OCFO has no objection to this reprogramming request.

By virtue of the authority vested in me as the Director of the Department of General Services
pursuant to Resolution 22 - 698, approved by the District of Columbia Council on December 18,
2018 and by any other applicable law, regulation , Mayor’s Order, or other grant of authority, it
is hereby ORDERED that:
1. Danielle Meadors (DeputyChief Operating Officer) for the District Department of
General Services, during the time period covered by this Order and subject to paragraph 2
of this Order, is hereby delegated all of the authority of the Director to make all decisions
and determinations and to sign and execute all documents and agreements; all contracts;
and all agreements with District agencies and private parties.
Notwithstanding paragraph | of this Order, I hereby retain concurrent authority over all
matters described in paragraph 1.
This Order supersedes all prior orders to the extent of any inconsistency.
This Order is effective as of 5:00pm Wednesday, January 17, 2023 — Wednesday,
January 31, 2023 - 8:00am.
This Order shall expire at 5:00pm, on Tuesday, January 30, 2023, unless earlier rescinded

Why are the funds available?
The funding was loaded to the DGS budget to cover energy retrofit and energy efficiency projects across the District. The
reprogramming is being completed
to move funds to the client agency project that supports capital work for their agency as
required by OCFO.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
‘Without immediate reprogramming DGS will not be able to implement energy conservation measures as required by the
Clean Energy DC Act. Additionally, equipment retrofits supported by this action are needed to ensure optimal conditions
for building occupants and users.
‘What programs, services or other purchases will be delayed as a result of the action, and the impact on the program
or agency?
‘No projects will be impacted as a result of this reprogramming.
