Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code§ 47-363 et seq.), I am
submitting a request to reprogram FY 2024 funds in the amount of $34,959,923.18 within DCPS to
allow schools to budget their Local (fund number #1010001), At-Risk Concentration (fund number
#1010212), Pandemic Supplement (fund number #1010202) funds across NPS and additional
compensation budget lines. The funds will be reprogrammed as outlined on the attached attributes
sheet.
Details of this request are contained in the agency's submission. Thank you for your consideration
of this request. I look forward to the Chief Financial Officer's favorable review.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Extension of Continuing Appropriations Act, 2024, P.L. 118-40, approved March 1, 2024, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2024 Local funds budget authority in the amount of $34,959,923 within the District of
Columbia Public Schools (DCPS).
This action will reprogram budget authority within DCPS’ Schools division, across multiple
Account Groups. Funds are needed to support DCPS’ operations. Funds are available in DCPS’
budget based on the original appropriation but require reallocation to properly align school
budgets.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

SUBJECT: District of Columbia Public Schools request to reprogram FY24 Local Funds
District of Columbia Public Schools (DCPS) is requesting to reprogram $34,959,923.18 within
the agency’s local budget to align school to school budgets.
Why are the funds needed?
The funds are needed to support school functions in Fiscal Year 2024.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
This action does not restore a budget cut authorized by the Mayor and/or Council.
How will the funds be reprogrammed?
The funds will be reprogrammed across various program codes, cost centers and account strings.
See attached spending plan.
Why are the funds available?
The funds are being reprogrammed pursuant to D.C. Code 47-363(a).
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
DCPS will risk delays in programming, spending at risk funds and paying salaries and benefits.
What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?

If this reprogramming is not processed DCPS will risk being unable to support critical School to
School functions.
