Page 1 of3 (D) The background and qualifications of the proposed contractor, including its organization, financial stability, personnel, and prior performance on contracts with the Distriet government: T&H Mid-Atlantic, LLC is the developerofthe project. Organized in 2019, T&H. Mid-Atlantic, LLC is a partnership between the Anacostia Economic Development Corporation (AEDC) and T&H Investment Properties, LLC with AEDC being 51% owner and T&H Investment Properties, LLC being 49% owner. Hope View Apartments is the first project developed under this partnership, but the principals of each company have extensive experience in the affordable housing and community development space and have worked with each other on DCHD-funded projects. ‘T&H Construction Properties, LLC will be the construction management company and Duane Miller will serve as the Owner’s Representative during construction, T&H Construction is an Indiana based company incorporated in January 2020. Duane Miller is the CEOofthe company and brings his prior experience as the senior vice president of Flaherty & Collins leading over $900 million in affordable development projects over 27 years. Duane has experience working with GCS | Sigal, having previously collaborated with them on two DHCD funded projects: Diane’s House and St. Elizabeth’s East. ‘The general contractor is GCS | Sigal and has satisfactory prior performance on contracts with the District government. (E) Performance standards and the expected outcomeofthe proposed contract: ‘The proposed DHCD loan proceeds will be used to provide a loan to Hope View Apartments LP in the amountof$11,421,596 from the Housing Production Trust Fund for the purposeoffinancing certain eligible acquisition costs, predevelopment costs, soft costs, and construction hard costs approved by DHCD for 42 unitsofaffordable housing located at 1337 Marion Barry Avenue SE in Ward 8. ‘The project is consistent with DHCD’s goalofpreserving and producing affordable housing for low-to-moderate income residents. Additionally, the borrower is required to fulfill all conditions as set forth in the loan agreement within the agreed upon time frames, Failure to fulfill the termsofthe loan agreement will constitute default. (F)Acertification that the proposed contract is within the appropriated budget authority for the agency for the fiscal year and is consistent with the financial plan and budget adopted in accordancewith D.C. Official Code §§ 47-392.01 and 47-392.02: ‘The loan will be funded through the Housing Production Trust Fund.
