To declare the existence of an emergency with respect to the need to approve Modification Nos.
M01, M02, and M03 to Contract No. DCAM-23-NC-RFP-0009G with Superior Services
& Associates, Inc., and to authorize payment for the goods and services received and to
be received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M01, M02, and M03 to Contract No. DCAM-
23-NC-RFP-0009G with Superior Services & Associates, Inc. Approval and Payment
Authorization Emergency Declaration Resolution of 2024”.
Sec. 2 (a) There exists an immediate need to approve Modification Nos. M01, M02, and
M03 to Contract No. DCAM-23-NC-RFP-0009G with Superior Services & Associates, Inc. for
citywide comprehensive janitorial services and related supplemental services and to authorize
payment for the goods and services received and to be received under the contract.
(b) By Modification No. M01, dated September 28, 2023, the Department of General
Services (“DGS”) partially exercised option year one for the period October 1, 2023 through
February 29, 2024, in the not-to-exceed amount of $719,155. By Modification No. M02, dated
February 16, 2024, DGS partially exercised an additional portion of option year one for the
period March 1, 2024 through March 31, 2024, increasing the not-to-exceed amount to $842,986.
(c) Proposed Modification No. M03 is now necessary to exercise the remainder of option
year one, which will increase the total not-to-exceed amount to $1,735,972.
(d) Council approval is necessary because the value of the contract is more than $1
million during a 12-month period.
(e) Approval is necessary to allow the continuation of these vital services. Without this
approval, Superior Services & Associates, Inc. cannot be paid for goods and services provided in
excess of $1 million for the period October 1, 2023 through September 30, 2024.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Modification Nos. M01, M02, and M03 to
Contract No. DCAM-23-NC-RFP-0009G with Superior Services & Associates, Inc. Approval

and Payment Authorization Emergency Act of 2024 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
