Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram
FY 2024 Local Funds (1010001), in the amount of $577,000.00 within the Office of the State
Superintendent of Education (OSSE) to align with the spend plan for forthcoming settlement
payments. The attached reprogramming memorandum provides a detailed justification for why
funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Additional Continuing Appropriations and Other Extensions Act, 2024, P.L.118-35,
approved January 19, 2024, the Office of the Chief Financial Officer (OCFO) has reviewed the
Mayor’s request to reprogram Fiscal Year 2024 Local funds budget authority in the amount of
$577,000 within the Office of the State Superintendent of Education (OSSE). The funds are needed
to support payments for projected settlements.
This action will reprogram budget authority within OSSE’s Business Operations division, from
Account Group 714100C (Government Subsidies and Grants) to Account Group 713100C (Other
Services and Charges). Funds are available due to a budget realignment and changes in
programmatic priorities to support legislative initiatives.

This reprogramming is required to reallocate funds to the correct account in order to execute
payments on several forthcoming settlements.
