1 To amend, on an emergency basis, Title 47 of the District of Columbia Official Code to
2 authorize the Office of Tax and Revenue to furnish tax information to the Department of
3 Licensing and Consumer Protection, for the purposes of implementing the Street Vending
4 Amnesty Program.

6 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
7 act may be cited as the “Street Vending Amnesty Program Facilitation Emergency Amendment
8 Act of 2024”.
9 Sec. 2. Title 47 of the District of Columbia Official Code is amended as follows:
10 (a) Section 47-2002.01(e)(2) is amended by striking the phrase “the Mayor shall certify to
11 the Chief Financial Officer” and inserting the phrase “the Office of the Chief Financial Officer
12 shall certify to the Department of Licensing and Consumer Protection” in its place.
13 (b) Section 47-4406 is amended as follows:
14 (1) Subsection (a) is amended by striking the phrase “(e-1), and (e-2) of this section” and
15 inserting the phrase “(e-1), (e-2), and (e-3) of this section” in its place.
16 (2) A new subsection (e-3) is added to read as follows:
17 “(e-3) The Office of Tax and Revenue may furnish, upon request of the Department of
18 Licensing and Consumer Protection, information necessary to implement the street vending

19 amnesty program established in section 9c of the Vending Regulation Act of 2009, effective July
20 1, 2023 (D.C. Law 25-21, D.C. Official Code § 37-131.08c).”
21 Sec. 3. Fiscal impact statement.
22 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
23 statement required by section 4a of the General Legislative Procedures Act of 1975, approved
24 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
25 Sec. 5. Effective date.
26 This act shall take effect following approval by the Mayor (or in the event of veto by the
27 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
28 90 days, as provided for emergency acts of the Council of the District of Columbia in section
29 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;
30 D.C. Official Code § 1-204.12(a)).
