Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), 1am
submitting a request to reprogram FY 2024 American Rescue Plan Act (ARPA) funds in the
amount of $724,024.34 within the Department of Behavioral Health (RM0) to cover the cost of
equipment to support programs in Specialty Services, contracts in the Office of Prevention and
Early Intervention, and to fund FTEs to support programs in Early Childhood Services. The
funds will be reprogrammed as outlined on the attached attributes sheet.

Further Continuing Appropriations and Other Extensions Act, 2024, approved November 16, 2023
(P.L.118-22), the Officeofthe Chief Financial Officer (OCFO) has reviewed the Mayor’s request
to reprogram Fiscal Year 2024 American Rescue Plan Act (ARPA) Federal Payment for Local
Revenue Replacement funds budget authority in the amount $724,024 within the Department of
Behavioral Health (DBH). Funds are needed to support increased equipment, contractual services,
and personnel costs for multiple programs.
This action will reprogram budget authority within DBH’s Adult/Transitional Youth Services
division, from Account Group 717100C (Purchases Equipment and Machinery) to Account Group
713100C (Other Services and Charges). Funds are available due to less-than-anticipated spending
for equipment purchases.
