submitting a request to reprogram FY 2024 Capital funds in the amount of $4,699,169.93 within
the DC Public Library to cover sharp escalation costs for materials and supplies associated with the
Southeast Library renovation. The funds will be reprogrammed from various completed DCPL
capital renovation projects and from the General Improvement— Libraries project, as outlined on.
the attached attribute sheet.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Further Continuing Appropriations Act, 2023, H.R. 6363, approved November 16, 2023 (P.L. 117-
328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request to
reprogram Capital funds budget authority and allotment in the amount of $4,699,169.93 within the
District of Columbia Public Library (DCPL) to deliver construction for Southeast Library.
The funds are needed to complete the renovation project at the Southeast Library. The
reprogramming will fund escalating costs of materials and labor rate issues. The renovation will
not only preserve the historic elements but also expand and modernize the current library,
including doubling the space for the benefit of families, youth, and children.
Capital budget in the amount of $4,699,169.93 will be reprogrammed from the following DCPL

This is a request to reprogram capital budget funds in the amount of $4,699,169.93 from several Capital
projects for the renovation of Southeast Library. The projects we are seeking programming to is 100353
Southeast Library, and the projects we are seeking reprogramming from include: 100341 Capitol View
Library, 100343 Cleveland Park Library, 100355 Southwest Library, 100346 Lamond Riggs Library and
100347 General Improvements - Libraries.
Why are the funds needed?
The funds are needed to deliver the construction of Southeast Library. Southeast Library renovation is a
complex endeavor being undertaken in a volatile economy. The historic elements of the 100+ year old
landmark will be restored and expanded, doubling the space of the current library. The complexity of
undertaking significant below ground constructionatthe historic Southeast Library in Capitol Hill, and the
sharp escalation in the costs for materials and supplies and issues with labor rates are clear from the
subcontractor bids received and are triggering the request for the reprogramming request. The
modernization will fulfill the space needs for families, youth and children.

Why are the funds available? DCPL has completed and closed out Capitol View Library, Cleveland Park
Library and Southwest Library. Lamond Riggs Library was opened in June 2022 and the funds for this
project were set aside as construction contingency for unforeseen conditions including mitigating
environmental impact from an old leaking underground storage tank (UST). The construction work,
including the UST removal and mitigation is complete and remaining contingency funds are available to
be reprogrammed.
‘What hardship will the District faceif the action is postponed until the subsequent fiscal year?
Without this reprogramming, the Library cannot complete the construction of Southeast Library. Lack of
funding will put the project success at risk, and there are no known funding alternatives.
‘What programs, services or other purchases will be delayed as a result of the action, and the impact
on the program or agency? No negative impact is anticipated as a resultofthis reprogramming; and no
other projects will be delayed by this action.
