In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 4 of the Homeless Services Reform Act
of 2005, effective October 22, 2005 (D.C. Law 16-35; D.C. Official Code§ 4-752.01), I am pleased
to nominate the following person:

for appointment as a representative of business, philanthropic, or other private sector organization with
resources or expertise to contribute to addressing homeless in that District member of the Interagency
Council on Homelessness, filling a vacant seat previously held by Ellen Jones, for a term to end May
1, 2025.
Enclosed you will find biographical information detailing the experience of the above-mentioned
nominee, together with a proposed resolution to assist the Council during the confirmation process.

15 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
16 resolution may be cited as the "Interagency Council on Homelessness Shellon Fraser
17 Confirmation Resolution of 2024 ".

19 Sec. 2. The Council of the District of Columbia confirms the appointment of:

Shellon Fraser
Ms. Shellon Fraser is the Senior Director ofLending at the
National Housing Trust, where she leads the lending origination
team with responsibilities for national capital deployment and
management of District area loan funds, relationships, and
initiatives.
She is the former Director of RACE Lending Initiative at the
Corporation for Supportive Housing (“CSH”). In this role, Ms.
Fraser led the implementation of the RACE Initiative. This
included overseeing the initiative pipeline, managing the budget
and work plan, leading the development of lending, and
directing the programmatic and policy goals
Previous to this role, Ms. Fraser was the Mid-Atlantic and
Southeast market lending lead at CSH. with responsibility for
the strategic direction, loan origination, and underwriting activities of each market. Prior to
joining CSH, Ms. Fraser served as a Portfolio Manager at the US Departmentofthe Treasut 's
Community Development Financial Institutions Fund and Senior Credit Associate at the Low-
Income Investment Fund.
Ms. Fraser currently serves as a board member and co-chair of the strategic management
committee at Open Arms Housing.
Ms. Fraser earned her Masterof Science in Nonprofit Management from The New School and
her Bachelorof Science in International relations from the University of Guyana.
