In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code§ 1-523.01), and pursuant to section 4 of the Homeless Services Reform Act
of 2005, effective October 22, 2005 (D.C. Law 16-35; D.C. Official Code§ 4-752.01), I am pleased
to nominate the following person:

for appointment as a homeless or formerly homeless individual member of the Interagency Council on
Homelessness, filling a vacant seat previously held by Rico Harris, for a term to end May 1, 2025.

nominee, together with a proposed resolution to assist the Council during the confirmation process.

16 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
17 resolution may be cited as the " Interagency Council on Homelessness Qaadir El-Amin
18 Confirmation Resolution of 2024".

20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

30 previously held by Rico Harris, for a term to end May 1, 2025 .
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.

Qaadir E-Amin
Qaadir El-Amin experienced homelessness for fifteen years. He
has been housed for the last six years. Within these years, he has
actively volunteered with organizations that have worked
towards ending homelessness while being an advocate for the
homeless community itself. This includes outreach work with
the Interagency Council on Homelessness (“ICH”) and the
People for Fairness Coalition. Specifically, Mr. El-Amin has
brought a voice for homeless individuals in the District by
bringing forward his lived experienceofdiscrimination in his
role at ICH for the last three years. He continues to work with
different encampment outreach teams and continues to find new
ways to better serve the homeless community through his active
service.
Mr. El-Amin is a Ward 2 resident.
