To exempt, on an emergency basis, due to congressional review, the transfer of the real property
located at 1395 Aspen Street, NW, and known as Karin House, from the District of
Columbia to SOME, Inc., from the Tenant Opportunity to Purchase Act of 1980.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
act may be cited as the “Karin House TOPA Exemption Congressional Review Emergency
Amendment Act of 2024”.
Sec. 2. (a) The transfer of the property described as Lot 977 in Square 2950, located at
1395 Aspen Street, NW, from the District of Columbia to SOME, Inc. shall be exempt from the
Tenant Opportunity to Purchase Act of 1980, effective September 10, 1980 (D.C. Law 3-86;
D.C. Official Code § 42-3404.01 et seq.).
(b) No tenant or tenant organization shall have the right to challenge the transfer made
pursuant to subsection (a) of this section under sections 503 or 503a of the Rental Housing
Conversion and Sale Act of 1980, effective September 10, 1980 (D.C. Law 3-86; D.C. Official
Code §§ 42-3405.03, 42-3405.03a).
Sec. 3. Applicability.
This act shall apply as of January 24, 2024.
Sec. 4. Fiscal impact statement.
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
statement required by section 4a of the General Legislative Procedures Act of 1975, approved
October 1, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
Sec. 5. Effective date.
This act shall take effect following approval by the Mayor (or in the event of veto by the
Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
90 days, as provided for emergency acts of the Council of the District of Columbia in section
