Dear Chairman Mendelson:
Pursuant to D. C. Official Code §2-352.02a, enclosed for consideration and approval by the
Council of the District of Columbia is proposed Modification No. Five to Contract No CFOPD-
22-C-004 with Taoti Enterprises, Inc. d/b/a Taoti Creative to exercise Option Year Two in the
not to exceed amount of $13,950,763.44. The period of performance is from January 4, 2024, to
January 3, 2025.
Under the proposed modification, Taoti Enterprises, Inc. d/b/a Taoti Creative shall continue to
provide a full range of advertising and marketing services to support overall brand awareness and
the sale of game tickets across the DC Lottery’s existing portfolio of games of traditional lottery,
iLottery and sports wagering, as well as any new gaming categories and product offerings on behalf
of Office of Lottery and Gaming.

COUNCIL CONTRACT SUMMARY
(OPTION)
Pursuant to Section 202(c-3) of the Procurement Practices Reform Act of 2010, as amended, D.C.
Official Code §2-352.02(c-3), the following contract option summary is provided:
(1) The proposed contractor, contract amount, contract term, and contract type:
• Prime Contractor: Taoti Enterprises, Inc. d/b/a Taoti Creative (Taoti)
• Subcontractors: Seaberry Design & Communications, LLC and Fuseideas, LLC
• Contract Amount: The Option Year Two not to exceed amount is $13,950,763.44.
• Unit and method of compensation: United States Dollars (USD) in accordance with
Section B, Pricing, of the contract.
• Contract Term: The contract has a base period of one (1) year with four (4), one (1) year
options.
• Contract Type: Cost Reimbursement with Requirements components
(2) The identifying number of the underlying contract, including the identifiers assigned to the
underlying contract by the Council for the base period of the contract and any subsequent option
periods;
The Council of the District of Columbia approved the Base Year of Contract No. CFOPD-22-C-004
via CA24-0331 in the amount of $13,859,400.00. The Council of the District of Columbia approved
Option Year One of Contract No. CFOPD-22-C-004 via CA25-0001 in the amount of 13,904.382.00.
(3) A statement indicating that the contracting officer determined through the Citywide Clean
Hands Database that the contractor is current with its District taxes or has worked out and is
current with a payment schedule approved by the District, or that the contracting officer will
offset any outstanding amount pursuant to D.C. Official Code §2-353.01(a)(9):
A Citywide Clean Hands check was performed on Taoti and based on the results provided the
Contracting Officer has determined that Taoti is current. The Clean Hands compliance document is
included in this Council package.
(4) A statement indicating that the proposed contract is within the appropriated budget
authority for the agency for the fiscal year and is consistent with the financial plan and budget
adopted in accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

Thereby certify that the Office of Lottery and Gaming (OLG) has available in its Fiscal Year
2023 budget, thirteen million, nine hundred fifty thousand, seven-hundred sixty-three dollars,
forty-four cents ($13,950,763.44) for exercising option year #2 of contract CFOPD-22-C-004
to provide marketing and media services to the OLG.
All spending in future years is contingent upon the approved appropriated budget for that year.
The proposed contract is within the FY 2024 approved budget is consistent with the financial
plan and budget adopted in accordance with DC Code, Sections 47-392.01 and 47-392.02.

A. Pursuant to 27 DCMR 2008 and Section F.2 – Option to Extend the District hereby exercises Option Year 2
for the period of January 4, 2024, to January 3, 2025. The funding for this period is not to exceed
$13,950,763.44. The cumulative not to exceed value of the contract is increased from $27,763,782.00 by
$13,950,763.44 to $41,714,545.44.
B. All other terms and conditions shall remain unchanged.
Except as provided herein, all terms and conditions of the document is referenced in Item 9A or 10A remain unchanged and in full force and effect.
