15 To exempt, on a temporary basis, from the Tenant Opportunity to Purchase Act of 1980 the
16 transfer of the real property located at 2001 15th Street, NW, also known as Paul
17 Laurence Dunbar Apartments, from PNC Multifamily Capital Institutional Fund XLI,
18 Inc. and Columbia Housing SLP Corporation to Paul Laurence Dunbar Partners, LLC.

20 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21 act may be cited as the “Paul Laurence Dunbar Apartments TOPA Exemption Temporary Act of
22 2023”.
23 Sec. 2. (a) The transfer of the property described as Lot 0846 in Square 0204 from PNC
24 Multifamily Capital Institutional Fund XLI, Inc., and Columbia Housing SLP Corporation, to
25 Paul Laurence Dunbar Partners, LLC, is exempt from the Tenant Opportunity to Purchase Act of
26 1980, effective September 10, 1980 (D.C. Law 3-86; D.C. Official Code § 42-3404.01 et seq.).
27 (b) No tenant or tenant organization shall have the right to challenge the transfer made
28 pursuant to subsection (a) of this section under sections 503 or 503a of the Rental Housing
29 Conversion and Sale Act of 1980, effective September 10, 1980 (D.C. Law 3-86; D.C. Official
30 Code §§ 42-3405.03 - 42-3405.03a).
31 Sec. 3. Fiscal impact statement.
32 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
33 statement required by section 4a of the General Legislative Procedures Act of 1975, approved

34 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
35 Sec. 4. Effective date.
36 (a) This act shall take effect following approval by the Mayor (or in the event of veto by
37 the Mayor, action by the Council to override the veto), a 30-day period of congressional review
38 as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
39 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
40 Columbia Register.
41 (b) This act shall expire after 225 days of its having taken effect.
