A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
November 7, 2023
To recognize the contributions that Dr. Franklyn M. Malone has made over his career to the District
of Columbia Government.
WHEREAS, Dr. Franklyn M. Malone is currently an Appointed Commissioner by Mayor
Bowser on the Commission for Fathers, Men and Boys which he helped create;
WHEREAS, Dr. Franklyn M. Malone served as a Contract Specialist for the Government
of the District of Columbia in the Office of Contracting and Procurement and the Department of
Youth Rehabilitation Services for 15 years;
WHEREAS, Dr. Franklyn M. Malone served as the Chairman and Commissioner of the
Alexandria Committee on Employment for Alexandria, Virginia, while remaining a citizen of
Washington, D.C. under Mayor William Euille;
WHEREAS, Dr. Franklyn M. Malone established 100 Fathers, Inc., serving as the CEO
and President, to promote father involvement in their children’s education;
WHEREAS, Dr. Franklyn M. Malone founded The DC DADS CARE Program for DC
Public Schools;
WHEREAS, Dr. Franklyn M. Malone received a personal call from President Barack
Obama, congratulating him for his distinguished presentation with Judge Arthur Burnette Sr. at
the conference of Fathers and Families Coalition of America where he currently serves on the
National Affiliates board of Directors;
WHEREAS, Dr. Franklyn M. Malone received the 2020 DC Hall of Fame Society
Legendary Community Leader award;
WHEREAS, Dr. Franklyn M. Malone is the lead Author of “The Legacy of Fathers”

WHEREAS, Dr. Franklyn M. Malone received recognition as a national Fatherhood Expert
by the Congressional Black Caucus in 2016;
WHEREAS, Dr. Franklyn M. Malone has been distinguished by the Revival Project
Ministries at the Northern Virginia Community College with a Lifetime Achievement Award and
Proclamation.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Dr. Franklyn M. Malone Retirement Resolution of 2023”.
Sec. 2. The Council of the District of Columbia recognizes and honors the retirement of
Dr. Franklyn M. Malone and his contributions to the District of Columbia Government.
Sec. 3. This resolution shall take effect immediately.
