Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Local funds budget authority in the amount of $1,000,000 from the
Unemployment Compensation Fund to the Department of Employment Services (DOES). The
funds are needed in DOES to support contractual maintenance costs for the agency’s Information
Technology (IT) systems.
This action will reprogram funds from the Unemployment Compensation Fund program, Account
Group 714100C (Government Subsidies and Grants), to DOES’ Unemployment Insurance
division, Account Group 713100C (Other Services and Charges). Funds are available due to lower-
than-anticipated unemployment compensation claims.

adverse impact on the Unemployment Compensation Fund’s budget or the District’s financial plan.
