To reappoint Ms. Shana N. Bartley to, and designate her Vice Chairperson of, the Citizen
Review Panel.
RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Citizen Review Panel Shana N. Bartley Reappointment and
Redesignation Resolution of 2023”.

Abuse and Neglect Act of 1977, effective April 12, 2005 (D.C. Law 15-341; D.C. Official Code
28 § 4-1303.51), and as Vice Chairpersonofthe Citizen Review Panel pursuant to section 352(g) of
29 the Prevention of Child Abuse and Neglect Act of 1977, effective April 12, 2005 (D.C. Law 15-
30 341; D.C. Official Code § 4-1303.52(g)), for a term to end April 11, 2024,
3 Sec. 3. The Council of the District of Columbia shall transmit a copyofthis resolution,
32 upon its adoption, to the appointee, the chairpersonofthe Citizen Review Panel, and to the
33 Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

• Provide management and implement oversight of the foundation’s policy-advocacy efforts.
• Actively develop and manage working relationships with key internal and external stakeholders and represent
the foundation’s priorities.
• Lead policy and advocacy trainings and discussions with stakeholders and colleagues within the foundation
• Support communication and coordination with the foundation’s policy liaison cohort.

• Recruited to build out a new strategy portfolio focused on movement-building and leadership development for women of color in
the policy and advocacy field.
• Successfully raised over $2 million in the first 18 months to implement a new strategy and build programs that achieve the
portfolio’s objectives.
• Developed and facilitated a working group of 15+ national organizations to coordinate on narrative development and field
mobilization for federal child care advocacy efforts.
• Co-led a project to develop a national campaign network that coordinates across national, state-based, and grassroots
organizations with the goal of increasing access to affordable, high-quality child care in the U.S.
• Built and maintained strong, collaborative relationships with a variety of external partners including philanthropy and community-

• Supervised an 11-person team that was appointed by the DC Council Committee on Health to analyze DC youth health
programming.
• Testified before the DC Council and DC State Board of Education on behalf of the organization to support adolescent health
programming.
• Led advocacy campaign to expand the health education high school graduation requirement in DC.
• Managed and trained 25 youth staff members and 3 interns.

government agencies involved in child protection as well as services provided by vendors.
Children’s Health Leadership Network
Results Count Leader (January 2016- May 2017)
• Completed a rigorous leadership development program designed to build the skills and capacity of children’s health policy
advocates. This program is funded and facilitated by the Annie E. Casey Foundation, David and Lucile Packard Foundation and
Atlantic Philanthropies with the goal of training over 100 advocates around the USA by the year 2025.
