                     IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

                                          October 3, 2023

To recognize and honor the contributions of Karen Feinstein for her decades of service to the

       residents of the District of Columbia through her leadership at the Georgia Avenue

       Family Support Collaborative.

         WHEREAS, Karen Feinstein worked diligently with Ward 4 residents and partners to

found the Georgia Avenue Family Support Collaborative in 1998 to respond to the needs of

at-risk families and children in Northwest DC;

       WHEREAS, Ms. Feinstein is the founding Executive Director of the Georgia Avenue

Family Support Collaborative and served in that capacity until her retirement on December

31, 2022;

       WHEREAS, under Ms. Feinstein’s leadership, the Georgia Avenue Family Support

Collaborative grew to a staff of more than 40 employees and an annual operating budget in

excess of $5 million;

       WHEREAS, Ms. Feinstein’s vision for a diverse community where all individuals

and families can prosper is the driving force behind the Georgia Avenue Family Supportive

Collaborative’s day-to-day work;

       WHEREAS, under Ms. Feinstein’s leadership, the Georgia Avenue Family Support

Collaborative expanded its services to include Child and Family Services, one of the most

successful Family Rehousing and Stabilization Services programs in the District, Show Up,

Stand Out Truancy Prevention Services, the Community School Initiative at Roosevelt High

School, and the Domestic Violence Circles of Peace DC Program;

        WHEREAS, Ms. Feinstein’s passion for serving people was evident in the way she

treated her staff and the community. Ms. Feinstein understood the toll community service

took on her staff and saw it as her responsibility to serve them as much as she served the

community;

       WHEREAS, Ms. Feinstein was not a person who enjoyed being called “boss,” and

instead always saw herself as a partner to both her staff and the community she served. As

often as you would see Ms. Feinstein leading a meeting, you would also see her emptying

the trash, greeting guests, answering the phones, and making coffee;

        WHEREAS, Karen Feinstein was born with a servants heart and she has lived that

value through her work at the Georgia Avenue Family Support Collaborative and every day

in her service to the community.

        RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

resolution may be cited as the “Karen Feinstein Ceremonial Recognition Resolution of 2023”.

        Sec. 2. The Council honors and celebrates the contributions of Karen Feinstein to Ward

4, the District, and the United States.

       Sec. 3. This resolution shall take effect immediately.
