16 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
17 resolution may be cited as the "Commission on Poverty Debra Kilpatrick Byrd Confirmation
18 Resolution of 2023 ".

20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

27 as an at-large representative member of the Commission on Poverty, pursuant to section 102 of
28 the Commission on Poverty Establishment Amendment Act of 2020, effective March 16, 2021
29 (D.C. Law 23-184; D.C. Official Code § 3-641.02), for a term to end two years from the date of
30 confirmation.
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately.

Debra Kilpatrick Byrd
Debra Kilpatrick Byrd possesses over three decadesof organizational
management, community development and outreach, government
relations, fundraising development, and homeless advocacy
experience. Ms. Kilpatrick Byrd has been responsible for nationally
acclaimed initiatives that specialize in non-profit program
development and operations.
Over her career, Ms. Kilpatrick Byrd has made vital contributions in
spearheading the strategic implementation of nationally recognized
initiatives for The American Diabetes Association, The BET Network, The Salvation Army,
AARP, and The National Highway Traffic Safety Administration. One significant example is
displayed when Debra instrumentally launched the overall implementation and organizationof the
BET Network's Women’s Health Symposium three-year national tour affecting nine states. She
secured a 3-million dollar grant from General Mills Corporation as well as multi-year corporate
donations from Walmart, Pepco, Coca Cola Consolidated Bottling Company, Comeast, and
various companies to address health and housing disparities among underserved communities for
women of color.
Ms. Kilpatrick Byrd’s recent appointment as Director of Homeless Services for the Downtown DC
Business Improvement District (DBID) allows her a platform to build a balanced community for
the housed and unhoused. She serves on several local and national workgroups for the specific
goal ofcreating affordable housing for all.
‘A Ward 5 resident, Ms. Kilpatrick Byrd eared a Bachelor of Business Administration from
Georgia State University.
