Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $75,620 to fund a temporary chiller
at Banneker Recreation Center.
A permanent chiller is planned for and funded but has a lead time of 24-26 weeks with an estimated
completion of February 27th. Given the long lead time and the cooling needs of Banneker during
the remainder of summer, a temporary chiller is needed. Capital budget in the amount of $75,620
is available to reprogram from the RG006C Swimming Pool Replacement project to the RG004C
HVAC Replacement project so the expenditures can be posted to the appropriate project.
Capital budget in the amount of $75,620 will be reprogrammed from the following project:
Agency Project Title Amount
HA0/AM0 100201 AM0.RG006C.Swimming Pool Replacement $ 75,620.00
Total $ 75,620.00
Capital budget in the amount of $ 75,620 will be reprogrammed to the following project:

FY 2023 Reprogramming Request for $75,620.00 of Capital Funds Budget Authority and Allotment from the
Department of Parks and Recreation to the Department of General Services.
Cumulatively this fiscal year, the RG004C HVAC Replacement project has approved
reprogrammings exceeding the $500,000 threshold amount, resulting in this request requiring
Council’s approval.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the Department of Parks and Recreation, or the Department of General Services’
budget or the District’s financial plan. The OCFO has no objection to this reprogramming request.
