Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204,51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
Modification No. M02 to Contract No. DCAM-21-NC-RFQ-0002M with Global Vision and
Development, LLC to exercise option year two. The contract’s option year two includes a not-to-
exceed amount of $5,000,000 with a period of performance from October 1, 2023 through
September 30, 2024.
Under the proposed modification, Global Vision and Development, LLC will continue to provide
various interior and exterior general maintenance and repair services related to concentrated work
order reduction efforts including emergency response, routine services, preventative maintenance
services, and project-driven work.

Explanation of difference from base period:
Pursuant to Section 1.6 of the Contract, the Department is opting to activate services for Option
Year Two, up-to a Non-guaranteed NTE Maximum Value of $5,000,000. This decision has been
made after careful consideration, with the Department's Contracting Officer providing written
justification expanding the NTE value of the Contract which aligns with the District's best interests.
This determination arises from the District's revised assessment of service requirements, primarily

aimed at supporting ongoing work order ticket response and facilitating the reduction of critical
repair needs for both municipal and D.C. Public School facilities.
(C) A statement that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):

agency for the fiscal year and is consistent with the financial plan and budget adopted in

The Office of the Chief Financial Officer has certified that the minimum value of $50 of proposed
Contract Modification No. M02 is within the appropriated budget authority for the agency and is
consistent with the financial plan and budget adopted in accordance with D.C. Official Code §§
47-392.01 and 47-392.02. The applicable Fiscal Sufficiency certification accompanies this
Council Package.

is hereby modified as follows:
1. In accordance with Section 1.6 Option Year, the District hereby exercises Option Year Two (OY2). The Contract Period of Performance is October 1,
2023 through September 30, 2024.
2. The Department will order and the Contractor shall deliver at least the minimum of $50.00 and a maximum non-guaranteed of $5,000,000.00 in Contract
services during the Option Year Two (OY2).
3. CONTRACT RECAP: The total Contract ceiling for all Task Orders issued against this Contract during OY2 shall Not-Exceed the Non-Guaranteed
ordering ceiling of $5,000,000.00
4. The US Department of Labor Wage Determination Schedule No.2015-4281 Rev No. 27 dated June 30, 2023 is hereby incorporated Exhibit A by this
Modfication No. 02.
5. The Contractor agrees and acknowledges that it shall be in compliance with the most current requirements of the District of Columbia Living Wage Act of
2006, D.C. Official Code §§ 2-220.01 – 2-220.11, that are applicable on the effective date of the Contract. The current requirements are hereby
incorporated as Exhibit B to this Modification No. M02. The Contractor further agrees and acknowledges that the requirements of the Living Wage Act of
2006 may be updated from time to time, and time shall be incorporated into the Contract via a subsequent modification.
6. All other Terms and Conditions of Contract DCAM-21-NC-RFQ-0002M remain unchanged.
7. RELEASE: It is mutually agreed that in exchange for this Modification and other consideration, the Contractor hereby releases, waives, settles, and holds
the Department harmless from any and all actual or potential claims or demands for delays, disruptions, additional work, additional time, additional costs,
contract extensions, compensation, or liability under any theory, whether known or unknown, that the Contractor may have now or in the future against the
Department arising from or out of, as a consequences or result of, relating to or in any manner connected with this Modification, the above-referenced
Services, and the work provided pursuant to the Agreement.
Except as provided herein, all term
