support professional fees, longevity pay, educational programming, out-of-city travel, and
automotive equipment purchases within DCPS. The attached reprogramming memorandum
provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Special Purpose Revenue funds budget authority in the amount of
$587,086 within the District of Columbia Public Schools (DCPS). The Budget authority is needed
to support professional services fees, longevity pay, educational programs, out-of-city travel, and
automotive equipment purchases.
This action will reprogram budget authority within DCPS’ Schools division, from Account
713200C (Contractual Services – Other), to Accounts 701300C (Additional Gross Pay), 711100C
(Supplies and Materials), 713100C (Other Services and Charges), and 717100C (Purchases
Equipment and Machinery). Budget authority is available in DCPS’ budget based on the original
appropriation but requires reallocation to meet programmatic needs.

The Office of Teaching and Learning (OTL) is requesting a reprograming of Special Purpose Revenue Fund
1060135 (Afterschool Co-Payment).
Why are the funds needed?
The reprogramming will support OTL professional fees, longevity pay, educational programming, out-of-
city travel and automotive equipment purchases.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council? No.
How will the funds be reprogrammed? See the attached attributes sheet for details.
Why are the funds available? The funds are available due to programmatic changes within Fund 1060135.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
Postponing this action will hinder a number of Central Office program teams from carrying out their duties
related to supporting schools.
What programs, services or other purchases will be delayed as a result of the action, and the impact on
the program or agency?
No negative impact is anticipated as a result of this reprogramming.
