Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Local funds budget authority in the amount of $2,300,000 within the
Department of Public Works (DPW). Funds are needed to address increased maintenance and
repair costs for vehicles and equipment.
This action will reprogram budget authority from DPW’s Agency Management division, Account
713200C (Contractual Services – Other), to the Fleet Management division, Account 713100C
(Other Services and Charges). Funds are available due to delayed implementation of the curbside
composting pilot.

SUBJECT: FY 2023 Reprogramming Request for $2,300,000 of Local funds budget authority
within KTO Departmentof Public Works
The Departmentof Public Works (KT0) requests to reprogram $2,300,000 of local funds from Office
of Waste Diversion (OWD) to the Fleet Management Administration (FMA).
Why are the funds needed?
FMA needs additional funding due to increased maintenance and repair costs for both DPW and
DDOT vehicles and equipment.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
How will the funds be reprogrammed?
See Attached
Why are the funds available?
In FY23, DPW received a $4.432 million enhancement for OWD to undertake a year-long curbside
composting pilot. This pilot did not begin until later in the fiscal year, allowing less time to execute
this initiative. Therefore, $2.3 million in funds will be left available at the end of FY23.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
Ifthe action is postponed until the subsequent fiscal year, FMA will not be able to carry out the
purchase orders nor pay their vendors for the remaining fiscal year which could possibly result in
services being terminated.
