‘To approve the negotiated working conditions and compensation collective bargaining
agreement for employees employed by the District of Columbia Public Schools who are
represented by the American Federation of State, County, and Municipal Employees,
Local 2921, AFL-CIO,
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Working Conditions and Compensation Agreement Between the
24 District of Columbia Public Schools and the American Federation of State, County, and
25 Municipal Employees, Local 2921, AFL-CIO Approval Resolution of 2023”.
26 Sec. 2. Pursuant to section 1717(j)ofthe District of Columbia Government
27 Comprehensive Merit Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C.
28 Official Code 1-617.17()), the Council approves the working conditions and compensation
29 collective bargaining agreement between District of Columbia Public Schools and the American
30 Federation of State, County, and Municipal Employees, Local 2921, AFL-CIO, and the
31 associated pay schedules, which were transmitted to the Council by the Mayor on _
2023,
33 Sec. 3. Transmittal.
34 The Secretaryofthe Council shall transmit a copyofthis resolution, upon its adoption, to
the American Federation of State, County, and Municipal Employees, Local 2921, AFL-CIO, to
36 the District of Columbia Public Schools, and to the Mayor.
37 Sec. 4. Fiscal impact statement.
38 ‘The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
39 impact statement required by section 4aofthe General Legislative Procedures Act of 1975,
40 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a)
41 Sec. 5. Effective date.
42 This resolution shall take effect immediately.

Conclusion
Funds are sufficient in the fiscal year 2023 budget and fiscal year 2024 through fiscal year 2027
budget and financial plan to implement the bill. The resolution will cost approximately $7.9 million
in fiscal year 2023, $8 million in fiscal year 2024, and a total of $48 million through fiscal year 2027.
‘Almost all of the cost (99.6%) is in Local Funds. Funds are available in Workforce Investments to
cover this cost.
Background
The resolution approves a compensation and working conditions agreement between the Districttheof
Columbia Public Schools (DCPS), Office of the State Superintendent of Education (OSSE), and
‘American Federation of State, County and Municipal Employees, Local 2921, AFL-CIO. ‘The
agreement affects administrative and non-teacher school positions* including educational aides,
behavior technicians, assistants, clerks, registrars, library aides, recreation specialists and teacher
residents. Affected employees have a current average salary of approximately $39,400.
‘There were 1,598 employees in positions equating to 1,401 FTEs (filled) and vacancies equivalent to 175 FTES

The agreement, which will be in effect from October 1, 2021 through September 30, 2024 includes
the following bonuses and pay increases:
* 5% bonus payment for fiscal year 2022 (retroactive)
* a5% wage increase for fiscal year 2023 (retroactive)
* 2.5% wage increase for fiscal year 2024
* a $1500 retention bonus for employe: who worked continuously between March 15, 2020
and through the conclusion of the 2021-2022 schoolyearandwere still actively on the payroll
asofOctober 1, 2022
In addition, the agreement provides a new tuition reimbursement of $250 per credit hour, up to
$1800 annually. It increases the subsidy for monthly transit passes by $25 per month, to $50 per
month. Finally, the agreement specifies that from June 2023, all bargaining unit members shall be
employed full-time for 40 hours per week, work for ten months per year, and receive year-round
benefits.

‘The agreement is expected to cost the District an additional $5.2 million in fiscal year 2023 for the
fiscal year 2022 bonus payment and the fiscal year 2023 wage increase, plus almost $2 million for
the retention bonus, transit and tuition subsidies. Fringe benefits costs that increase with increased
salary payments will add $660,000 in fiscal year 2023. There is no cost projected from providing
full-time employment and year-round benefits, which are current practices. In total, the Districtandwilla
spend about $7.9 million on the agreement in fiscal year 2023, $8 million in fiscal year 2024,
total of $48 million through fiscal year 2027, Almost all of these costs (99.6%) will be paid for with
Local Funds. Funds are available in Workforce Investments to cover this cost.
