204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M0002 to Contract No. CW104540 with Washington Humane Society
d/b/a Humane Rescue Alliance (HRA), to exercise part of option period one in the not-to-exceed
amount of $4,785,522. The period of performance is October 1, 2023, through June 30, 2024.
Under the proposed modification, HRA shall continue to operate the District’s animal care facility
and provide comprehensive animal control and animal disease prevention services.

A. In accordance with Contract No. CW104540, Section F.2, “Option to Extend the Term of the Contract,”
the Government of the District of Columbia exercises a partial option to extend the term of the contract
for option period one from October 1, 2023, through June 30, 2024, in the not-to exceed amount of
$4,785,522.
B. The Department of Labor Wage Determination No. 2015-4281. Revision 27 dated June 30, 2023 is
incorporated into this modification and supersedes all previous revisions.
C. In accordance with the Way to Work Amendment Act of 2006 provision of the Contract and Section 15
of the Standard Contract Provisions, effective July 1, 2023, the District’s Minimum Wage will increase
to $17.00.
Except as provided herein, all terms and conditions of the document is referenced in Item 9A or 10A remain unchanged and in full force and effect.
