To declare the existence of an emergency, due to congressional review with respect to the need
to continue authorization for Advisory Neighborhood Commissions to meet remotely.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Advisory Neighborhood Commissions Remote Operations
Congressional Review Emergency Declaration Resolution of 2023”.
Sec. 2. (a) Since 2020, the Council has amended existing law to provide Advisory
Neighborhood Commissions with the necessary flexibility and authority to continue their
important work.
(b) Among other things, these provisions permitted Advisory Neighborhood
Commissions to meet and vote remotely.
(c) These provisions were incorporated into the Coronavirus Support Temporary
Amendment Act of 2021.
(d) Subsequently, the Council passed the Advisory Neighborhood Commissions
Pandemic Provisions Extension Temporary Amendment Act of 2022, which expired on
November 19, 2022, and the Advisory Neighborhood Commissions Pandemic Provisions
Extension Second Temporary Amendment Act of 2022, which will expire on October 6, 2023.
(e) Finally, the Council passed the Advisory Neighborhood Commissions Remote
Operations Emergency Operations Emergency Amendment Act of 2023, which is scheduled to
expire on October 24, 2023, before the related temporary act is anticipated to complete
congressional review and become effective law.
(g) The experience of Advisory Neighborhood Commissions during the pandemic
demonstrated that the procedures established by the emergency and temporary legislation have
improved both the efficiency and efficacy of the Advisory Neighborhood Commissions and
should continue.
(h) Congressional review emergency legislation is needed to ensure there is no gap in the
provisions of this legislation.

Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Advisory Neighborhood Commissions
Remote Operations Congressional Review Emergency Amendment Act of 2023 be adopted after
a single reading.
Sec. 4. This resolution shall take effect immediately.
