14 To recognize, honor, and express gratitude to Matthew LeGrant for his years of service to the
15 District of Columbia on the occasion of his retirement from the Government of the
16 District of Columbia.

18 WHEREAS, Matthew LeGrant is currently the District of Columbia’s Zoning
19 Administrator, a position he has held since 2007;
20
21 WHEREAS, the Office of the Zoning Administrator, a division within the Department of
22 Buildings, is charged with administering, interpreting, and enforcing zoning regulations for the
23 District, including the review of building permits and certificates of occupancy applications for
24 conformance with the zoning regulations. In addition, the Office employs enforcement staff who,
25 on the basis of verified complaints, go out to determine if violations exist;
26
27 WHEREAS, Mr. LeGrant has a background in City Planning and holds two degrees in the
28 field, including a Bachelor’s degree in City and Regional Planning from California Polytechnic
29 State University at San Luis Obispo, and a Master’s degree in City Planning from the University
30 of California at Berkeley;

32 WHEREAS, Mr. LeGrant has brought a rich professional history to his tenure as Zoning
33 Administrator in the District, including experience with zoning and land use planning for several
34 jurisdictions including the cities of Berkeley, California, Irvine, California, and Alexandria,
35 Virginia;

37 WHEREAS, Mr. LeGrant has held professional accreditation from the American Institute
38 of Certified Planners (AICP) for 30 years, and has participated in numerous forums and
39 conferences regarding zoning and planning throughout his career; and

41 WHEREAS, Mr. LeGrant gained the respect and admiration of members in the legislative
42 and executive branches of the District government as a professional who has delivered high-quality
43 service to the residents of the District of Columbia for more than 15 years.

45 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
46 resolution may be cited as the “Matthew LeGrant Ceremonial Recognition Resolution of 2023”.

48 Sec. 2. The Council recognizes and thanks Matthew LeGrant on the occasion of his
49 retirement as Zoning Administrator and for the distinguished service and valuable contributions
50 he has made to the District government and its citizens.

52 Sec. 3. This resolution shall take effect immediately.
