A CEREMONIAL RESOLUTION
25-98
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
September 19, 2023
To posthumously honor the life and contributions of Ethel Evelyn Kum.
WHEREAS, Ethel Evelyn Kum was born on April 17, 1929 in Georgetown, Guyana, the
last of 5 children;
WHEREAS, Ethel Evelyn Kum attended the Blankenburg Elementary School, then went
to Tutorial High School in the city where she gained Junior and Senior Certificates from London;
WHEREAS, Ethel Evelyn Kum began her teaching career at the Blankenburg
Congregational School, which she had previously attended, as a dedicated teacher who taught
both Kindergarten and Elementary schools for 30 years, earning great respect and awards;
WHEREAS, Ethel Evelyn Kum also attended the Teacher’s Training College where she
achieved the Teachers’ Certificate First Class;
WHEREAS, Ethel Evelyn Kum married the love of her life, the late Ronald Patrick Kum
on April 19, 1952 and out of a very long and loving union came 6 children, Colin (deceased),
Brian, Gary, Patricia, Hilary and Dawn;
WHEREAS, Ethel Evelyn Kum was a dedicated teacher but always found ample time to
spend, assist and have fun with her children, grandchildren and great-grandchildren, whose
achievements made her exceedingly proud;
WHEREAS, Ethel Evelyn Kum joined Peoples Congregational United Church of Christ
in 1980 and served as an active member in some capacity, including as a member of the Deacon
Board, on the Executive Committee and Confirmation Classes, and a member of the Leisure
Group, with which she always had fun visiting places of interests, exchanging jokes, and having
senior citizen moments in a very cordial and enjoyable manner;
WHEREAS, Ethel Evelyn Kum also loved going on cruises and occasional visits out of
town to the casinos;

WHEREAS, Ethel Evelyn Kum, an educator and family matriarch, was called to eternal
rest on July 30, 2023, with her children, grandchildren, and other family members at her side;
and
WHEREAS, Ethel Evelyn Kum is survived by her children Brian, Gary, Patricia, Hilary,
and Dawn; Grandchildren: Michelle (Richard), Sherri, Ronald, Shonice, Sabrina (Marcus),
Brandon, Vaughn, Seon, Ryan (Alexis), Tasha (Mohammad), Shakir, Alyssia, Adissa, Emani,
and Cecil; Great-Grandchildren: Carter, Chase, Joshua, Konner, Kennedy, Madison, McKenna,
Matthew, Evan, Ava, Elijah, and Laila; Sisters-in-law: Olive and Joyce; Sons-in-law: Dr. Clyde
Anthony and Vincent C. Gray; Daughters-in-law: Elsa, Karen, Monica, and Paulette (deceased);
Cousins: Courtney Levans and Kojo Nnamdi; and many loving nieces and nephews.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Ethel Evelyn Kum Recognition Resolution of 2023”.
Sec. 2. The Council of the District of Columbia honors and celebrates Ethel Evelyn Kum
and her life as an educator, wife, mother, and matriarch.
Sec. 3. This resolution shall take effect immediately.
