204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02 et seq.), enclosed for consideration and approval by the Council of the District of
Columbia is proposed Modification No. MOD03 to Contract No. DCRL-2023-C-0075 with
Georgia Avenue Family Support Collaborative to exercise option year one in the not-to-exceed
amount of $1,529,931.99. The period of performance is from October 1, 2023 to September 30,
2024.
Under the proposed modifications, Georgia Avenue Family Support Collaborative shall continue
to provide community-based child welfare services.

(C) The goods or services to be provided, the methods of delivering goods or services, and any
significant program changes reflected in the proposed contract:
The contractor is to provide community-based child welfare service delivery systems for children,
families and care providers with the following program areas: 1) network and coordination of

community-based resources and supportive services; and 2) case management services.
Additionally, the contractor is to provide organizational and community capacity building and issue
community capacity building grants.
(D) The selection process, including the number of offerors, the evaluation criteria, and the
evaluation results, including price, technical or quality, and past performance components:
Georgia Avenue Family Support Collaborative was selected as a Single Available Source as deemed in
CFSA’s Determination and Findings for a Single Available Source Procurement, which states that this
is the only entity capable of meeting the District’s minimum need in the Wards 3 and 4 neighborhoods
during the proposed period of performance.
Pursuant to the LaShawn A. v. Bowser Implementation and Exit Plan (IEP), the District is required to
improve its serves for abused and neglected children and their families, and to develop neighborhood-
based organization in Wards 3 and 4.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:
No protests were received.
(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
The Contractor is the only entity capable of meeting the District’s minimum need during the period of
performance. First, CFSA, as part of the LaShawn A. v. Bowser Implementation and Exit Plan (IEP),
shall utilize the community-based child welfare services of the community collaboratives. Second, the
Contractor is currently contracted with the District of Columbia to provide community-based child
welfare services. Third, the Contractor has experience providing said services on behalf of CFSA and in
their specified ward of the District of Columbia.
The Contractor is an organization with a solid reputation for proving community-based programs and
can comply with the required scope of services for the provision of the services specified in the contract,
considering all existing commercial and governmental business commitments. The Contractor is
uniquely qualified to serve the diverse interests and needs of the communities of the District where they
perform services. Staff members represent the diversity of the city, and they bring together clinical,
community building, and logistical skills to form a high-powered planning and implementation team. A
Board of Directors guides the Contractor’s work. The Board of Directors, made up of residents,
neighborhood organizations, and representatives of community institutions and associations, has overall
responsibility for the service planning and community capacity building efforts of the Contractor. This
organization has provided satisfactory services during the period of performance under their current
contract and on previous contracts for the same services for the District.

The Contractor does not appear on the Lists of Parties Excluded from Federal Procurement or Non-
Procurement Programs, nor is the Contractor the subject of a pending or completed suspension or
debarment action by the District of Columbia’s Office of Contracting and Procurement dated July 7,
2023.
(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the
contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:
Georgia Avenue Family Support Collaborative is not a Certified Business Enterprise (CBE). CFSA
received a waiver of the 35% CBE requirement pursuant to DC Code 2-218.46 from the Department of
Small and Local Business Development (DSLBD) by memorandum, dated May 31, 2023.
(H) Performance standards and the expected outcome of the proposed contract:
The performance standards for the contract are set forth in the contract. The Contractor is expected to
provide all necessary functional and technical expertise and management strategies to perform
Community-Based Child Welfare services in accordance with the provisions contained in the contract.
Expected outcomes of the proposed contract include direct and referral services to families experiencing
stress or crisis, violence intervention, prevention and employment services for youth involved in and/or
effected by gang and crew violence, workforce development and life skills for residents reentering the
community, and technical assistance and training for community-based organizations and agencies.
The Contractor is expected to comply with all federal and District laws, regulations and standards
governing child welfare, including those established by the Agency and under the Adoptions and Safe
Families Act. The Contractor is also expected to comply with all HIPAA requirements.
(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
The Base Period not-to-exceed amount is $563,395.01 for the period of performance June 5, 2023
through September 30, 2023.
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The Agency Fiscal Officer has certified that the agency, has in its approved budget for fiscal year
2024, sufficient funds to meet the obligations of the proposed contract. The FY-2024 funds are
subject to approval of the FY-2024 budget.

(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The District of Columbia, Office of the Attorney General (OAG) has certified that the proposed contract
is legally sufficient. The contractor has no pending legal claims against the District.
(L) A certification that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
The Citywide Clean Hands dated July 06, 2023, indicates that Georgia Family Support
Collaborative is current with its District taxes.
(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:
The contractor, Georgia Avenue Family Support Collaborative has certified that it is current with its
federal taxes in accordance with the signed Bidders/Offeror Certification dated June 2, 2023.
(N) The status of the proposed contractor as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended; D.C. Official Code § 2-218.01 et seq.:
