Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202ofthe Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Couneil of the District of Columbia is
proposed Modification No. 10 to Contract No. CW70389 with Tax Credit Asset Management,
LLC (TCAM) to exercise option year four in the not-to-exceed amount of $3,053,725.97. The
petiodofperformance is from October 1, 2023, to September 30, 2024.
Under the proposed modification, TCAM will continue to provide asset management services and
portfolio management oversight for outstanding loans in its affordable housing projects’ portfolio,
including low-income housing tax credits and affordable dwelling units for the Department of
Housing and Community Development.

2. The unit prices for the option period are provided in Section B.3.5 -Option Year Four.
3. The U.S. Department of Labor Wage Determination No. 2015-4281, Revision 27, dated June 30, 2023, is
incorporated into the contract, and replaces any previous Wage Determinations.
