Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M0002 to CW90741 with Netsmart Technologies, Inc. to exercise
option period two. The proposed contract modification is in the amount of $1,400,136.72 for the
period of performance from October 1, 2023 to September 30, 2024.
Under the proposed modification of contract, Netsmart Technologies, Inc. shall provide software
licensing, support and maintenance services to support the Department of Behavioral Health /Saint
Elizabeths Hospital’s Avatar System, which is the electronic medical records system used to
support in-patient consumers.

Netsmart Technologies, Inc.
The Office of the Chief Financial Officer hereby certifies that the sum of $1,400,136.72 is included in the District’s
Local Budget and Financial Plan submitted to Congress by the Chairman of the Council to the Speaker of the House
of Representatives for Fiscal Year 2024 to fund the costs associated with the Department of Behavioral Health
contract with Netsmart Technologies, Inc., for software licensing and support maintenance services to
support the Avatar System. This certification supports the contract’s option year two which runs from October 1,
2023, through September 30, 2024. The fund allocation is as follows:
