A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to amend the Homeless
Services Reform Act of 2005 to establish grounds for an extension to the Family Re-
Housing Stabilization Program, whereby the Department of Human Services or its
designee will thoroughly consider the totality of the participant's circumstances, including
their progress and eligibility for affordable housing.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Family Re-Housing Stabilization Program Protection Emergency
Declaration Resolution of 2023”.
Sec. 2. (a) Recent data from the Department of Human Services (“DHS”) reveals that
approximately 207 participants of the Family Re-Housing Stabilization Program (“FRSP”) are
anticipated to be exited from FRSP between August 2023 and February 2024 without being
matched to housing resources.
(b) According to DHS regulations, FRSP participants have the option to request an
extension in the program by providing a written explanation of their need for additional
assistance beyond the standard 12 months.
(c) To qualify for an extension, DHS conducts a comprehensive review and requires the
participant to demonstrate sincere efforts towards their goals and an inability to maintain housing
stability independently.
(d) Legislation codifying existing DHS regulations is necessary to ensure that the Council
has adequate time to work towards a comprehensive solution for FRSP participants who leave
FRSP without the necessary support to prevent homelessness.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Family Re-Housing Stabilization Program
Protection Emergency Amendment Act of 2023 should be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
