IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To recognize and honor Dabney Hudson for his exemplary service as President of the Washington,
DC Firefighters International Association of Firefighters Local 36, and tireless
commitment to protecting the residents, workers, and visitors of the District.
WHEREAS, Dabney Hudson earned a bachelor’s degree from University of Maryland
University College before beginning his career serving the people of the District as a firefighter
with the Fire and Emergency Medical Services Department (“Department”);
WHEREAS, Dabney Hudson was first elected to the International Association of
Firefighters Local 36 (“Local 36”) Executive Board in 2010, following an impressive record of
service in the Apparatus Committee;
WHEREAS, Dabney Hudson contributed meaningfully to the Apparatus Committee and
played an instrumental role in the design of a new fire apparatus that has significantly benefited
both residents and Local 36 membership;
WHEREAS, Dabney Hudson’s unwavering dedication and efforts were crucial in assisting
former Local 36 President Ed Smith in leading to notable advancements in the Department’s fire
apparatus fleet;
WHEREAS, the designs and specifications of the Fire Apparatus developed under Dabney
Hudson’s guidance have been emulated by fire departments nationwide;
WHEREAS, Dabney Hudson’s commitment to labor equality and fairness prompted him
to actively work towards the successful passage of the Collective Bargaining Fair Compare
Amendment Act of 2020, which significantly leveled the playing field for labor throughout the
District;
WHEREAS, Dabney Hudson has exemplary negotiation skills that resulted in the
attainment of a new Collective Bargaining Agreement, which has positively impacted the welfare
and rights of the membership of Local 36;

WHEREAS, Dabney Hudson provided invaluable assistance in conducting oversight by
the Council over the Department by inviting Councilmembers to visit and tour firehouses and other
facilities, and consistently displayed collegiality in the political process;
WHEREAS, during the COVID-19 pandemic, Dabney Hudson demonstrated exceptional
leadership, prioritizing the safety and well-being of Local 36 membership, and guiding them
through challenging times with unwavering support;
WHEREAS, Dabney Hudson demonstrated his deep concern for the health and wellness
of the Local 36 membership through the successful implementation and expansion of the O2X
Program, which has played a pivotal role in supporting the physical and mental well-being of the
membership of Local 36;
WHEREAS, Dabney Hudson has spearheaded the establishment and growth of an IAFF
Peer Support Program, which serves as a vital resource for members in processing traumatic
incidents; and
WHEREAS, Dabney Hudson, a distinguished individual, continues to exemplify his
dedication to public service and the people of the District by serving as a Captain on Capitol Hill.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Dabney Hudson Recognition Resolution of 2023”.
Sec. 2. The Council of the District of Columbia recognizes and honors Dabney Hudson for
his exemplary service as President of the Washington, DC Firefighters International Association
of Firefighters Local 36, and tireless commitment to protecting the residents, workers, and visitors
of the District.
Sec. 3. This resolution shall take effect immediately.
