IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to continue authorization for
Advisory Neighborhood Commissions to meet remotely.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Advisory Neighborhood Commissions Remote Operations
Emergency Declaration Resolution of 2023”.
Sec. 2. (a) Since 2020 the Council has amended existing law to provide Advisory
Neighborhood Commissions with the necessary flexibility and authority to continue their
important work.
(b) Among other things, these amendments permitted Advisory Neighborhood
Commissions to meet and vote remotely.
(c) These provisions were incorporated into the Coronavirus Support Temporary
Amendment Act of 2021, effective June 24, 2021 (D.C. Law 24-009; 68, DCR 6913).
(d) Subsequently, the Council passed the Advisory Neighborhood Commissions
Pandemic Provisions Extension Temporary Amendment Act of 2022, effective April 8, 2022
(D.C. Law 24-108; 69 DCR 3711), which expired on November 19, 2022, and the Advisory
Neighborhood Commissions Pandemic Provisions Extension Second Temporary Amendment
Act of 2022, effective February 23, 2023 (D.C. Law 24-277; 70 DCR 2949), which is anticipated
to expire on October 6, 2023.
(e) The experience of Advisory Neighborhood Commissions during the pandemic
demonstrated that the procedures established by this emergency and temporary legislation have
improved the efficacy of Commissions and should continue.
(f) Emergency, and temporary, legislation is needed now out of an abundance of caution
to ensure no gap in coverage.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Advisory Neighborhood Commissions
Remote Operations Emergency Amendment Act of 2023 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
