(C) The goods or services to be provided, the methods of delivering goods or services, and any
significant program changes reflected in the proposed contract:
Armedia, LLC shall provide a technology solution that utilizes a secure state-of-the-art commercial-
off-the-shelf case management system to improve the efficiency and capacity and provide better
external and internal customer services for workers’ compensation in the District of Columbia.
(D) The selection process, including the number of offerors, the evaluation criteria, and the
evaluation results, including price, technical or quality, and past performance components:
The Office of Contracting and Procurement (OCP), on behalf of the Department of Employment
Services (DOES), issued a Request for Proposal to the open market with a 35% certified business
enterprise (CBE) subcontracting requirement on July 8, 2022, and advertised in the Washington
Times. A virtual pre-proposal conference was held on July 14, 2022. On September 9, 2022, the
District received eight proposals in response to the solicitation. Seven of the proposals were did not
meet the CBE subcontracting requirements and were determined to be ineligible for award.
Armedia LLC submitted a compliant proposal. Based upon the findings of the technical evaluation
panel and the contracting officer’s independent review, the District intends to award a contract to
Armedia, LLC.
(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:
No protest was filed against this contract award.
(F) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:
Armedia, LLC is an information technology service provider servicing government and public
sectors. Armedia has active contracts with the U.S. General Service Administration, the U.S.
Department of Agriculture, and the National Association of State Procurement Officials. Armedia,
LLC has been awarded several purchase orders by the District and has maintained a satisfactory
performance.
(G) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the

contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:
Armedia, LLC has submitted a subcontracting plan that meets the 35% CBE subcontracting
requirement.
(H) Performance standards and the expected outcome of the proposed contract:
Armedia’s performance will be regularly and routinely monitored by DOES. Armedia will provide
a technology solution that utilizes a secure state-of-the-art commercial-off-the-shelf case
management system to improve the efficiency and capacity and provide better external and internal
customer services for workers’ compensation in the District of Columbia
(I) The amount and date of any expenditure of funds by the District pursuant to the contract
prior to its submission to the Council for approval:
No funds have been expended by the District.
(J) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The Agency Fiscal Officer for DOES has certified that funds are available to proceed with the
contract award.
(K) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:
The proposed contract has been reviewed for legal sufficiency by the Office of the Attorney
General and deemed legally sufficient. The proposed contractor has no pending legal claims against
the District.
(L) A certification that the Citywide Clean Hands database indicates that the proposed contractor
is current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
According to the District’s Clean Hands Certification dated May 16, 2023, the contractor is current
with its District taxes.
(M) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:

Based on information contained in the bidder/offeror certification form, Armedia, LLC has certified
that it is current with its federal taxes.
(N) The status of the proposed contract as a certified local, small, or disadvantaged business
enterprise as defined in the Small, Local, and Disadvantaged Business Enterprise
Development and Assistance Act of 2005, as amended; D.C. Official Code § 2-218.01 et seq.:
Armedia, LLC is not a CBE.

1. Description of Proposed Contract
The District of Columbia (“District”) Office of Contracting and Procurement (“OCP”), on behalf
of Department of Employment Services (“DOES”), seeks to award Contract No. CW104985
(“Contract”) to Armedia, LLC (“Armedia” or “Contractor”).
Under the Contract, Armedia shall provide a technology solution that utilizes a secure
commercial-off-the-shelf (“COTS”) case management system to improve the efficiency and
capacity of the workers’ compensation program. The system modernization will also provide
better external and internal customer services for workers’ compensation in the District of
Columbia.
The District contemplates an award of a firm fixed price contract for a fixed amount of
$2,633,518.82, and the period of performance is for one year from the date of award.
Additionally, there are four proposed option periods for a fixed amount of $794,990.04 for each
option.

2. Procurement Process
On July 8, 2022, OCP issued a Request for Qualifications (“RFQ”). OCP received eight
submissions by the RFQ closing date of September 9, 2022. OCP evaluated the responses and
determined that seven of the eight offerors were ineligible; thus, Armedia was the highest-
ranked, responsive, and responsible offeror who best meets the District’s requirements.
The Contracting Officer (“CO”) found that Armedia was both responsible and its submitted price
was reasonable to successfully carry out the development and implementation of the District’s
project to modernize the work processes used by the DOES. The CO documented these findings
through Determination & Findings that complied with the applicable statute and regulations.
Additionally, Armedia submitted a valid subcontracting plan in compliance with the 35%
subcontracting requirement with Certified Business Enterprises (“CBEs”).
3. Legal Review
On May 17, 2023, you requested that this Office review for legal sufficiency the proposed
contract action. After the initial review, this Office requested certain corrections to the
documents, including updates to the Certificate of Insurance (“COI”). OCP made the requested
changes and noted that the Contractor is currently updating its insurance coverages to meet the
requirements of the Contract. Thus, we approve the revised contract package for legal
sufficiency, with the condition that the COI be updated to reflect all required policies outlined in
the contract prior to the execution of this Contract.
We note that in accordance with D.C. Official Code § 1-204.51(b)(2)(A), and Section 202 of the
Procurement Practices Reform Act of 2010, D.C. Law 18-371, D.C. Official Code § 2.352.02,
effective April 8, 2011, the Mayor must submit to Council for approval this contract action for
over one million dollars.
