Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $650,000 from the Department of
General Services (DGS) to fund an energy retrofit project for the Department of Public Works
(DPW).
This reprogramming will result in the creation of a new capital project. In accordance with the
Capital Project Clarification Act of 2009, the reprogramming request memo addresses the six
questions required by Council for consideration of a new capital project.
The reprogramming request will be used to replace end of life and inefficient HVAC equipment
with energy efficient equipment and a Building Automation System (BAS) in DPW’s 15th Street
location. This new equipment will also reduce the environmental footprint and energy costs.

Capital budget is available in the DGS Energy Retrofitting project due to funding placed there to
cover energy retrofit projects across the District. The reprogramming will ensure that the budget
is disbursed from the appropriate agency project as required by the OCFO.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DPW’s or DGS’ budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

In accordance with the Capital Project Clarification Act of 2009 requirements for a new project, the following
informationis beingprovided by DGS in order to create a new project under DPW’s CIP:
1, Project name and number: DPWEnergyConservationProject (KTECM)
2. Description of the scopeofthe project: The project will reduce the environmental footprintandenergy costs, as
well as improve indoor air quality and thermal comfort, across DPW facilities by incorporating capital eligible
energy conservation measures, energy efficient infrastructure installations; and high performing building
technologies such as smart building automation and lighting control systems. The project will also modify other
building systems that affect energy use, such as building envelope components andmechanical, electrical, and/or

plumbing systems. Energy audits or retro-commissioning treatments will identify specific improvements and
upgrades with the potential
to reduce energy consumptionand achieve maximum savings.

environmentally responsible delivery
of municipal programs and services,

Why are the funds available?
The funding was loadedto the DGS budget to coverenergyretrofit projects acrosstheDistrict. The reprogramming is being
completed to move funds to the client agency project that supports capital work for their agency asrequired
byOCFO.
What hardship will the District faceif the action is postponed until the subsequent fiscal year?
Without immediate reprogramming DGS will not be able to continne performing energy retrofits as requiredbythe Clean
Energy DC Act. Additionally, equipment retrofits supported by this action are neededto ensure optimal conditions for
building occupants,
