submitting a request to reprogram FY 2023 Local funds in the amount of $900,000.00 within the
Department of Behavioral Health to realign the fiscal year 2023 budget to the appropriate cost
centers and to support needed non-personnel services. The funds will be reprogrammed as outlined
on the attached attribute sheet.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
District of Columbia Consolidated Appropriations Act, 2023, approved December 29, 2022 (P.L.
117-328), the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 2023 Local funds budget authority in the amount of $900,000 within the
Department of Behavioral Health (DBH). Funds are needed to support contracts in the Office of
Prevention and Early Intervention to maintain mental health services in the school system.
This action will reprogram budget authority within DBH’s Community Services division, from
Account 714100C (Government Subsidies and Grants) to Account 713200C (Contractual Services
– Other). Funds are available based on the original appropriation but requires reprogramming to
meet current spending plans.

If this reprogramming is not approved, there will be delays in the contracted services and
MOU obligations that support the implementation of the expansion of school-based
behavioral health program.
What programs, services or other purchases will be delayed as a result of the action,
and the impact on the program or agency?
No other Programs, services or other purchases will be delayed as a result of this action.
